지방정부 관광행정의 조직역량 분석 연구

An Analysis of Regional Government Tourism Administration Capabilities: A Case Study of the Boryeong Mud Festival

관광의 활성화는 지역의 경제, 사회, 문화의 발전에 중요한 견인차이며, 효과적인 관광행정은 지역관광을 발전시키는 중요한 역할을 수행한다. 하지만 이러한 지역 관광행정의 중요성에도 불구하고 그 성과결정요인에 관한 학술적 연구는 부족한 상황이다. 지방정부 관광행정의 성과차이를 설명하고자 하는 본 연구는 경영전략의 ‘조직역량(organizational capabilities)이론’을 바탕으로 보령시 머드축제 사례를 분석하고자 한다. 지방정부 관광행정의 핵심적인 조직역량으로서, 본 연구는 지역관광활동 촉진에 특화된 조직구조, 관광특화 인재, 조직 활동의 루틴에 초점을 맞추고 있다. 보령시의 사례분석은 지방정부의 관광과가 가지는 조직적 한계를 지적하면서, 이를 극복하기 위한 조직구조로서 ‘공공 재단조직’의 탄생과 발전을 분석하고 있다. 사례분석은 머드축제에 전문화되었던 ‘재단법인 보령머드축제조직위원회’가 탄생하고 발전하면서 ‘재단법인 보령축제관광재단’으로 확대 개편되는 과정을 통해서, 항구적인 재단조직이 가지는 전문인재 확보 능력, 인적 네트워크 구축과 유지 능력, 영리적 사업의 회계처리 능력을 강조하며, 관광행정에 있어 조직역량이 가지는 이론적 그리고 실무적 함의점을 제시하고 있다.

Promoting tourism is a significant driver of regional economic, social, and cultural development, and effective tourism administration can successfully foster the development of local tourism. Despite the importance of regional tourism administration, the existing research on the performance determinants of tourism administration is limited. To understand the performance gap, this study adopted the theory of organizational capabilities to create a case study of the Mud Festival in Boryeong city. This study examined the influence of the organizational structure, specialized human resources, and organizational routines, which are the core organizational capabilities of local tourism administration. The case analysis of Boryeong city not only revealed the organizational limitations of traditional tourism administration but also showed the role and effect of public foundation organization to solve problems. Based on the study of the historical evolution of the Boryeong Mud Festival Organizing Committee to the Boryeong Festival Tourism Foundation, this research shows the crucial role of permanent foundation organizations in acquiring specialized human resources, constructing social networks, and instituting a profit-based accounting system in public administration. The research results present not only theoretical implications to academic researchers but also provide crucial practical implications to the leaders of regional governments and tourism administrators.
