The Development of Social Exclusion Indicators of Residents: Focusing on the Exclusion Phenomenon in the Tourism Development Process of Living Space

최근 국내 여러 생활공간에서 관광지화 사업이 추진되고 있다. 이 과정에서 지역주민은 공간의 주체로서 존중받지 못하는 현상이 발생하고 있어 논란이 되고 있다. 관광학 분야에서는 지역주민의 배제현상을 경험적으로 연구할 수 있는 기반이 마련되지 못하고 있다. 이 연구는 생활공간의 관광지화 사업 과정에서 발생한 지역주민의 사회적 배제 현상에 주목하였고, 경험적 연구가 가능하도록 지표개발을 진행하였다. 연구문제를 해결하기 위하여 지역주민 심층면접, 전문가 조사, 지역주민 설문조사를 진행하였다. 연구대상지는 부산광역시 감천문화마을을 선정했다. 지표 개발 과정은 선행연구에 기초해서 초기문항 추출, 지표개발, 지표평가 과정을 통해 세부적으로 총 14단계에 걸쳐 진행되었다. 개발된 사회적 배제 측정 지표는 경제적 배제, 사회문화적 배제, 정치적 배제, 제도적 배제 등 4개 차원에 따라 총 6개 문항씩 24개 지표가 개발되었다. 지표개발을 통한 학술적 시사점은 크게 두 가지가 제시되었다. 첫째, 관광개발 과정에서 지역주민의 배제경험을 연구할 수 있는 기반을 마련하였다. 둘째, 측정지표는 객관적, 주관적 지표에서 다루고 있는 내용과 동태적 측면을 다수 포함시켜 기존 타 학문 분야의 지표가 갖고 있는 한계를 보완하였다. 이 연구는 실무적인 관점에서 두 가지 시사점을 제시하였다. 첫째, 관광개발 사업 추진 시 지역주민의 사회적 배제 현상을 경험적으로 측정할 수 있는 기반을 마련하였다. 둘째, 생활공간의 관광지화 사업 효과에 대한 정책적 진단의 근거를 제시하였다. 이러한 실무적 시사점은 향후 관광개발 사업의 부정적 효과를 점검할 수 있는 계기가 될 수 있다. 이 연구는 관광분야 사회적 배제를 경험적으로 측정할 수 있는 단초를 마련했다는 점과 개발된 지표는 정책점검을 위한 기초자료로 활용될 수 있다는 점에서 의의가 있다.

This study focused on the social exclusion of residents that occurred in the process of the tourism destinations project of living spaces. In addition, an indicator was developed to enable social exclusion research in the field of tourism. In-depth interviews with residents, expert survey, and survey of residents were conducted. This study was conducted in Gamcheon culture village in Busan metropolitan city. The indicator development process was carried out in a total of 14 steps through the process of extracting initial items, developing indicators, and evaluating indicators based on previous research. A total of 24 social exclusion indicators have been developed. There are two major academic implications for developing indicators. First, it laid the foundation for studying the exclusion experiences of residents in the tourism development process. Second, measurement indicators supplemented the limitations of existing indicators in other academic fields by including a number of dynamic aspects and contents covered by objective and subjective indicators. This study presented two implications from a practical point of view. First, it provided a foundation for empirically measuring the social exclusion of residents when promoting tourism development projects. Second, the basis for policy diagnosis on the effects of tourism destinations projects in living spaces was provided. These practical implications can serve as an opportunity to examine the negative effects of future tourism development projects. In addition, the developed indicators can be found meaningful in that they can be used as basic data for policy inspection.
