Mt.Gumgang tourism development has been considered as one of major accomplishments of Sunshine Policy theoretically based on neofunctionalism. Sunshine Policy has been tooled by the President Kim Dae Jung to pursue peaceful integration by nurturing positive changes in North Korea. The purpose of this study is two folds. The frist is to examine whether the Mt. Gumgang tourism development can be considered as a catalytic force for promoting peace in the Korean Peninsular. The second is to examine whether the spill-over effects can be contributed to the peace promotion in Korean Peninsular. This study used Conflict and Peace Data Bank(COPDAB) tool and chi-square analysis to achieve these objectives. The finding shows that Mt.Gumgang tourism development has weakly and slowly contributed to the peace in Korean Peninsular. In addtion, it was found that there have been weak pattern of spill-over effects through Mt. Gumgnag tourism development in Korean Peninsular.
