재난회복력 강화를 위한 재난자원봉사의 변화 방향

The Direction of Disaster Volunteering to Strengthen Disaster Resilience

본 연구는 재난현장의 효과적인 자원봉사체계를 구축하여 재난회복력을 강화하기 위한 개선방안과 방향성을 제시하는데 목적이 있다. 이를 위해 재난자원봉사 업무를 수행하는 자원봉사 센터 소속 활동가와 공무원을 대상으로 재난자원봉사 영역에서 회복력 강화를 위한 협력적 거버넌스 요인과 조직 및 역할 요인, 법·제도적 기반 요인에 대한 인식을 비교하고 변화방향에 대한 우선순위를 도출하였다. 분석 결과, 첫째, 재난자원봉사 현장에서의 협력적 거버넌스 요인에서 일부 측정항목에 대해 응답자 집단 간 차이가 있는 것으로 분석되었으며, 둘째, 조직 및 역할 요인의 경우 응답자 집단 모두 유사한 인식이 있는 것으로 나타났고, 마지막으로 법·제도적 기반 요인의 경우 재난자원봉사 지원과 활동에 대한 법·제도적 근거에 대해 양 집단 간 인식 차이가 존재하는 것으로 분석되었다. 양 집단 간 재난자원봉사 변화방향의 우선순위 조사 결과를 바탕으로 본 연구에서는 주체 간 명확한 역할 정립과 책임 분배, 민·관 유관단체 활동의 법적 근거 마련과 지원 가능한 자원의 명확화, 재난자원봉사 전문인력 양성을 위한 유관단체의 역할 정립 등 재난회복력 강화를 위한 재난자원봉사의 변화 방향을 제시하였다.

The purpose of this study is to derive an institutional improvement plan to build an effective volunteering service. In order to achieve this research purpose, analyses were conducted comparing perceptions of collaborative governance factors, organization and role factors, and legal·institutional factors for strengthening disaster resilience and deriving priorities for the direction of change. The sample for analysis was selected from activists belonging to a volunteer center performing disaster volunteer work and public officials performing disaster-related work. As a result of the analysis, first, it was analyzed that there were differences among the respondent groups for some variables in the collaborative governance factor. Second, all respondent groups had similar perceptions in organizational and role factors. Third, it was analyzed that there was a difference in perception between the two groups regarding the bases for support disaster volunteering in the legal and institutional factors. Based on the analysis results, this study suggested changes in roles and responsibilities among participating organizations, preparation of legal bases for activities of related organizations, clarification of supportable resources, and role establishment for training professional disaster volunteers.
