Policy design and governance for dissemination of scientific culture: Focusing on comparison between French CSTI and Korean Policy

본 연구는 프랑스와 한국의 과학문화 정책이 어떻게 설계되어 있는지, 프랑스의 과학문화 정책 사례는 한국 사회에 어떠한 시사점을 줄 수 있는지를 탐구하기 위한 연구목적을 가지고 한국과 프랑스의 과학문화 정책을 비교 분석한 연구이다. 본 연구에서는 Howlett의 정책설계 이론과 다층적 거버넌스 이론을 이론적 분석틀로 활용하였으며, 프랑스와 한국의 과학문화 정책을 동일한 분석기준을 활용하여 비교 분석하였다. 분석 결과, 한국과 프랑스는 정책 아이디어, 정책 수단, 정책행위자에 있어서 차이점을 보이고 있으나 정책목표에서는 비슷한 정책설계 구조로 되어 있는 것으로 나타났다. 특히 정책행위자를 다층적 거버넌스의 틀에서 바라보았을 때, 프랑스는 이행 수준과 층위에서 다양한 정책행위자가 참여하고 있지만, 한국의 경우에는 소수의, 단순화된 정책행위자가 참여하고 있다는 점에서 차이가 있었다. 분석 결과를 토대로 본 연구는 다음과 같은 네 가지 시사점을 제시하고 있다. 첫째, 과학기술문화의 패러다임에서 과학기술산업문화로의 패러다임 확장이 필요하다. 둘째, 기존의 과학 측면 이외에 문화 측면에 대한 강조가 필요하다. 셋째, 다원화되고 목적성 있는 재원확보를 위해 노력해야 한다. 마지막으로 지역거점센터의 방향성 재고 및 지역 행위자들과의 협력네트워크 강화를 위한 노력이 필요하다.

This study analyzes the scientific culture policies of Korea and France for the purpose of researching how the scientific culture policies of France and Korea are designed and what implications the French policy cases can have on Korean society. one study. In this study, Howlett's policy design theory and multi-layered governance theory were used as theoretical analysis frameworks. The policies of France and Korea were comparatively analyzed using the same analysis criteria. As a result, Korea and France show differences in policy ideas, policy tools, and policy actors, but have similar policy design structures in terms of policy goals. In particular, when policy actors are viewed in the multi-layered governance, various policy actors are participating at the implementation level in France. However in Korea, a small number of simplified policy actors are participating. Based on the results, this study suggests the following four implications. First, it is necessary to expand the paradigm; from the paradigm of science & technology culture to the culture of science & technology and industry. Second, it is necessary to emphasize the cultural aspect in addition to the existing scientific aspect. Third, efforts should be made to secure diversified and purposeful financial resources. Lastly, it is important to reconsider the direction of local centers and to strengthen cooperative networks with local actors.
