지방분권 강화를 위한 지방의회법 제정 방안 연구

지방의회는 지방자치에 있어서 핵심적인 기관이며, 지방 정치과정의 중심이라 할 수 있다. 지방의회는 선거에 의하여 구성되는 정통성을 갖는 합의체이자, 의사결정과정에서 가장 중요한 토론의 장이라는 매우 중요한 기능을 수행하고 있다. 이러한 지방의회의 활성화를 도모하기 위해서는 지방의회의 위상 강화를 위한 제도화가 이루어져야 한다. 본 연구에서는 ｢지방의회법안｣을 선도적으로 연구함으로써 지방분권 시대의 지방의회 위상을 더욱 공고히 하고, 역할을 강화할 수 있는 ｢지방의회법｣의 제정방향을 제시하였다. 지방의회의 역량 강화와 책임성 확보 등 행정환경 변화에 적극적으로 대응하고, 지방자치 시스템을새롭게 개선하기 위해 ｢지방자치법｣ 전면 개정이 추진되었고, 이에 지방의회의 자율성 강화에 상응하는 책임성과 투명성을 제고시킬 필요가 있다. 이러한 점을 고려하여 지방의회의 권한과 의무, 의정활동의 자율성과 책임성을 중심으로 ｢지방의회법｣ 제정안의 큰 틀을 구성하여 제시하였다.
