내전 이후 평화⋅화해⋅치유를 위한 콜롬비아의 평화교육 연구

A Study on Peace Education in Colombia for Peace, Reconciliation, and Healing After Civil War: Exploring the Implications for Peace and Unification Education in Korea

콜롬비아에서 평화⋅화해⋅치유를 위한 평화교육의 근본적 원인인 내전은오랜 기간 지속되었고 그 뿌리가 깊다. 콜롬비아 분쟁에서 FARC와 ELN은 2016년평화협정이 체결되기 전까지 50년 넘게 전국 대부분 지역에서 정부군과 내전을 벌여왔다. 그러나 길고 복잡한 평화 과정을 거쳐 쿠바 하바나에서 4년 간의 회담의 산물인2016년 산토스 콜롬비아 정부와 FARC의 평화협정이 이루어졌다. 이 협정은 공식적으로 무력 충돌의 종식을 알렸다. 아울러 협정 이후 산토스 정부는 평화협정의 실천차원에서 다양한 방안을 통해 사회 통합 노력을 기울이고 있다. 이렇듯 내전을 극복하고 평화를 구축하고 있는 콜롬비아의 사례와 관련하여, 이 연구는 50여 년간의 내전을치룬 콜롬비아 사회가 평화⋅화해⋅치유를 위해 어떠한 평화교육적 노력을 기울여왔는지 그리고 그러한 노력이 우리의 평화․통일교육에 주는 함의는 무엇인지를 고찰하는데 목적을 두었다. 이를 위해 이 연구는 첫째, 콜롬비아에서 평화⋅화해⋅치유 추진의 배경이 되는 라 비올렌시아(La Violencia)를 포함한 내전의 과정과 특징, 그리고그것의 폐해를 분석하였다. 둘째, 분쟁 이후 평화⋅화해⋅치유를 위한 평화프로세스로서 2016년 평화협정의 내용과 특징, 그리고 이후 평화구축 과정을 고찰하였다. 셋째, 평화⋅화해⋅치유를 위한 교육적 노력을 공교육과 시민사회단체의 교육적 노력을통해 살펴보았다. 끝으로 이러한 평화⋅화해⋅치유를 위한 평화교육이 한국의 평화와평화⋅통일교육에 주는 함의를 고찰하였다.

Civil war, which is the root cause of the promotion of peace education for peace, reconciliation, and healing in Colombia, has lasted for a long time and has deep roots. In Colombia's disputes, FARC and ELN had fought civil wars with government forces in most parts of the country for more than 50 years before the peace agreement was signed in 2016. But, after a long and complex peace process, the 2016 peace agreement with the Santos Colombian government and the FARC, the product of four years of talks in Havana, Cuba, officially marked the end of the armed conflict. In addition, after the agreement, the Santos government has been making efforts to integrate society through various measures in terms of implementing the peace agreement. With regard to Colombia's case of overcoming civil war and building peace, this study aims to examine what peace and education efforts Colombian society has made for peace, reconciliation, and healing over the past 50 years, and what those efforts mean for our peaceful unification education. To this end, this study first analyzed the process, characteristics, and harms of civil war, including La Violencia, which is the background for the promotion of peace, reconciliation, and healing in Colombia. Second, this paper examines the content and characteristics of the 2016 peace agreement as a peace process for peace, reconciliation, and healing after conflict, and the subsequent peace-building process. Third, this paper examined educational efforts for peace, reconciliation, and healing through public education and the educational efforts of civil society organizations. Finally, this study examines the implications of peace education for peace, reconciliation, and healing on peace, peace and unification education in Korea.
