Currently, Korea's tourism-related legislation is causing confusion due to various promotion systems (including construction, interior, information and communication, energy, restaurant industry, etc.), and it is difficult to cope with in-out bound tourism due to the unstable international social environment (epidemic, war, terrorism, etc.). Therefore, it is time to “revitalize marine tourism” (revitalize marine tourism using inland tourism, oceans, islands, ports, ports, ships, etc.) through diversification of the government's tourism policies (providing many policies and legal support, including improving people's lives, welfare, and increasing income) for the development of local communities, the quality of life, and the continuous “development of marine tourism.” This study is to enact the Marine Tourism Promotion Act to revitalize marine tourism. In order to promote Korea's “marine tourism,” first of all, measures are needed to develop diverse and high-quality marine tourism products and strengthen public relations on Korea's tourism attractiveness. In addition, it is necessary to draft laws for the region and the people, such as establishing marine tourism policies suitable for the marine area. It is necessary to understand the characteristics of “sea and fisheries” and to create an efficient and future-oriented legal foundation by focusing on tourism.
