영국의 장애판정제도와 정책적 시사점

Policy for Disability Assessment: Lessons from the Experiences of the UK

본 연구는 영국의 장애판정제도에 대한 심층적인 분석을 통하여 국내 장애판정체계의 개선방향에 대한 시사점을 도출하는 데 주요 목적이 있다. 특히, 장애판정이 사회복지급여 및 서비스를 제공하는데 있어 누가 적격한 자격을 가지고 있느냐를 결정하는 과정이기 때문에 장애인복지정책의 핵심적인 영역이라고 할 수 있는 소득보장, 고용지원, 사회서비스 분야를 중심으로 살펴보고자 하였다. 또한, 영국과의 비교분석을 통하여, 우리나라 장애판정제도가 가지고 있는 한계와 문제점을 진단하고 다음과 같은 정책적 제언을 제시하였다. 첫째, 한정된 장애 범주와 의료적 진단에서 벗어나 실제 생활의 어려움과 지원의 필요성을 중심으로 장애의 인정 범위가 확대되어야 한다. 둘째, 정책 및 서비스의 목적에 부합하는 장애평가 기준과 방법이 마련될 필요가 있다. 셋째, 현재 운영되고 있는 소득보장 관련 장애급여들을 의학적 손상 중심이 아닌 근로능력 중심으로, 고용지원 및 사회서비스 관련 급여들은 기능적 제약에 바탕을 둔 필요욕구 중심으로 개편되어야 한다. 넷째, 장애판정은 다학제적 접근이 필요하며, 이를 위해서 다양한 전문인력, 정보 다양성, 정성평가 도입 등이 마련되어야 한다.

This study aimed to explore the UK’s disability assessment system in depth and derive its policy implications for Korea. Disability assessment is the process of determining who has the qualification to receive social welfare benefits and services. Thus, this study especially focuses on income security, employment and social service policies, which are the core areas of welfare policies for the disabled. In addition, through a comparative analysis with the UK, the problems of Korea's disability assessment system were discussed and following recommendations were presented. First, we need to move away from the limited categories of disability and expand the range of beneficiary criteria of the disabled based on their difficulties and needs. Second, it is necessary to develop disability evaluation standards and methods that are suitable for the purpose of policies and services. Third, eligibility criteria of disability pension should be focused on work capacity of the disabled rather than medical impairment condition. Eligibility criteria of social care services also should be evaluated by needs and functional limitation of disabled people in real life. Fourth, disability assessment requires a multidisciplinary approach and various professional manpower, information, and qualitative evaluation should be implemented.
