(Purpose) This study is an exploratory study of ‘SEED (Street Economics for Emergence Development)’ as a new regional innovation system(Neo-RIS) in the Crisis of Regional Extinction and Low-Density Economic (Design/methodology/approach) Environment. This study discussed ‘Emergence Development’ of the local economy at the level of 'Street Economy' as a new regional innovation strategy in response to the crisis of regional extinction. Recognizing the limitations of regional economic revitalization policies carried out at the administrative district level, regional types were newly classified according to agglomeration economies characteristics and ‘de facto population’. Major policies of the central and local governments related to (stFrienedti negc)o nomy revitalization were analyzed. This study presented 'a new regional innovation system based on a low-density economy' as a new strategy for 'survival' of the local community and 'sustainable development' of the local economy. The new regional innovation system (Neo-RIS) is differentiated in that it is a 'survival strategy based on the crisis and characteristics of the community'. It also focuses on the active involvement of the public sector, connectivity with metropolitan living areas, and the uniqueness of l(oRwe-sedaerncshi tyim epcloicnaotmioiness . or Originality) The critical point of the ”SEED” model is to emphasize 'networking' and 'functional regions' of urban and rural areas through a new concept called the 'borrowed agglomeration effect' although it is based on the agglomeration theory as in existing studies.
