6차 장애인정책종합계획의 방향성에 관한 연구

A Study on the Direction of the 6th Comprehensive Policy Plan for the People with Disabilities

이 연구는 제6차 장애인정책종합계획의 방향성을 제언하기 위한 연구로 제5차장애인정책종합계획의 중간 및 최종 평가와 제20대 대통령선거를 위해 개발한 정책의제, UN과 ILO의 장애인권리협약, 장애인 고용과 직업재활에 관한 협약, WHO의 2001년 장애분류 표 등을 토대로 정책의 목표와 우선정책의제를 제시하였다. 연구결과 첫째, 제6차 장애인정책종합계획의 정책 목표는 분리보다는 통합, 특별한 조치보다는 기본권을 강조하는 방향에서 제시되는 것이 바람직하다는 결론으로 국민의 한 사람으로 기본권이 보장되는 사회를 제시하였으며, 둘째, 정책의 주요 추진과제는 장애인의 기본권 영역과 장애감수성 영역, 그리고 장애를 가진 사람들의 사회통합을 방해하는 장벽 제거를 위한 영역으로 분류하여 모든 중앙정부 부처와 지방자치단체, 공공서비스를 제공하는 모든 공공단체가 참여하는 체계를 설계할 필요가있음을 제안하였으며, 셋째, 세부 추진과제는 기본권 영역 3개, 장애감수성 3개, 사회참여 9개, 연속과제 영역 10개 총 25개 영역을 제시하였다.

This study is to suggest the direction of the 6th Comprehensive Policy Plan for the People with Disabilities. It presents policy goals and prioritized policy agendas based on the Interim and Final evaluation of the 5th Comprehensive Policy Plan for the People with Disabilities, the policy agenda developed for the 20th presidential election, and the Convention on the Rights of Persons with Disabilities of the UN and ILO, the Convention concerning Vocational Rehabilitation and Employment of the People with Disabilities, and the WHO's 2001 Disability Classification Table. As a result of the study, first, the policy goals of the 6th Comprehensive Policy Plan for the People with Disabilities were presented in the direction of inclusion rather than separation, and emphasizing fundamental rights rather than special measures, suggesting a society in which fundamental rights are guaranteed as a citizen. Second, the main tasks of the policy are classified into the areas of fundamental rights of the people with Disabilities, the area of disability sensitivity, and the area for removing barriers that hinder social inclusion of people with disabilities, and all central government departments and local governments, providing public services. It was suggested that it is necessary to design a system in which all public organizations participate. Third, as for detailed promotion tasks, a total of 25 areas were presented: 3 areas of basic rights, 3 areas of disability sensitivity, 9 areas of social participation, and 10 areas of continuous tasks.
