서울시 스마트시티 상생협력정책에 관한 사례분석

A Case Analysis on the Policy of Cooperation and Co-Prosperity for Smart City in Seoul

세계 주요 도시는 스마트시티를 구축하기 위해 다양한 정책을 추진하고 있 다. 서울시도 교통, 복지, 환경 등 분야별로 스마트시티 환경을 조성하기 위해 노력하고 있다. 본 연구는 서울시 스마트시티 상생협력정책을 분석하여 주요 요인을 도출하였고 지속가능한 스마트시티 구현하기 위한 정책방안을 제시하 였다. 사례분석결과, 서울시는 전문성을 가진 협력기관과 MOU를 체결하여 신뢰관계를 형성하였고 빅데이터를 활용하여 정책을 추진하였으며 지속가능 한 정책을 개발 및 추진하고 있었다. 정책적 시사점은 서울시가 스마트시티를 구현을 위해 협력기관과 상생할 수 있는 협력체계가 필요하고 빅데이터, 사물 인터넷 등 4차 산업혁명 기술을 활용하여 새로운 정책을 개발해나가야 한다. 이를 바탕으로 서울시는 지속가능한 스마트시티를 구축할 것이며 도시 경쟁력, 편의성, 삶의 질 등이 향상될 것이다.

The major cities in the world are carrying out various policies to construct smart city. Seoul City is also working hard to establish the environment of smart city in each area including the transportation, welfare, and environment. This study drew the main factors by analyzing the smart city win-win cooperation policy of Seoul City, and then presented the policy measures for realizing a sustainable smart city. In the results of case analysis, Seoul City built trust relationships with specialized partners by concluding the MOU with them, carried out the policy by using big data, and also developed/executed sustainable policies. In the policy-level implications, Seoul City would need the cooperation system for coexisting with partners to realize smart city, and should develop new policies by utilizing the 4th industrial revolution technologies such as big data and IoT. Based on this, Seoul City will construct a sustainable smart city, and the city competitiveness, convenience, and quality of life would be improving.
