인구감소시대 교육의 질 제고를 위한 지방의회의 역할 분석

Analysis of the Role of Local Councils in Improving the Quality of Education in the Era of Population Decline

이 글에서는 학령인구 감소 전망과 현 정부의 교육개혁 목표, 미래 교육개혁의 방향을 분석하였다. 그리고 그에 따른 교육의 질 제고를 위한 지방의회의 역할에 대해 교육조례 제정 방향을 중심으로 살펴보았다. 그 주요한 결과는 다음과 같다. 첫째, 지방의회는 학급당 학생 수 감축을 통한 유ㆍ초중등 교육의 질 제고를 위해 적극적으로 나설 필요가 있다. 둘째, 지방의회는 일반 광역 및 기초 지자체 소관의 고등교육 격차 해소 지원 조례를 제정하는 방안, 고등교육을 포함한 교육기관의 원격교육 지원에 대한 조례를 제정하는 방안, 대학과 지자체, 시ㆍ도교육청, 초ㆍ중ㆍ고교 간의 인공지능교육에 대한 실질적 지원과 협력을 활성화하도록 하는 조례 제정 방안 등을 적극 검토할 필요가 있다. 셋째, 지방의회는 시ㆍ도교육청과 관내 대학 간의 교육 협력을 뒷받침하기 위한 조례 제정에 대해서도 관심을 기울일 필요가 있다.

This study analyzes the phe prospect of school age population decline and the direction of future education reform were analyzed. And the role of local councils to improve the quality of education was studied. The main results are as follows. First, local councils need to actively improve the quality of preschool, elementary, and secondary education by reducing the number of students per class. Second, local councils need to promote the enactment of ordinances to support bridging the gap in higher education under the jurisdiction of local governments, ordinances to support distance education, and ordinances to support artificial intelligence education between universities, local governments, and education offices. Third, local councils need to pay attention to the enactment of ordinances to support educational cooperation between metropolitan and provincial offices of education and local universities.
