제4장 다산(茶山) 정약용(丁若鏞)의 정치철학을 통해 본 공직윤리 연구

A study on Dasan's Political Philosophy and Public Servant Ethic: the focus on Mokminsimseo

본 연구는 다산 정약용의 정치철학에 바탕을 둔 그의 공직윤리에 관한 글이다. 다산의 공직윤리를 이해하기 위해서는 공직윤리와 관련하여 다산이 저술한 다양한 저서들에 대한 검토와 분석이 필요하다. 그리하여 본 연구에서는 다산의 저서들 중 공직윤리의 전반에 대해 비교적 상세하게 설명해 놓은 [목민심서]를 중심으로 그의 공직윤리에 대한 관점과 인식을 살펴보고자 한다. 다산이 살았던 조선 후기는 국가적 차원에서 볼 때, 말기적 증세가 분출하던 대혼돈의 시기였다. 국가 질서와 권위의 붕괴는 공직의 기강을 약화시켜 관리들은 탐욕을 추구하고 백성을 수탈하였다. 공직 경험을 통해 백성의 고통을 목격한 다산은 그의 정치철학에 토대하여 목민관의 윤리를 담은 [목민심서]를 저술하였다. 이러한 [목민심서]는 목민관이 부임해서 해관하기까지 공직자로서 갖추어야 할 자세와 처신 그리고 마음가짐에 대한 상세한 매뉴얼이다. 사실 공직자의 임무와 자세는 과거나 현재에도 크게 달라질 것이 없다. 그러기에 [목민심서]의 내용은 현대 사회에도 여전히 수용해야할 가치를 지닌다.

In this thesis, I investigated Dasan's political philosophy and Public servant ethic discussed in his Mokminsimseo. Dasan's views of public servant ethic developed on the bases of his political philosophy. The public servant ethic mean public servants must keep ethical responsibility and obligation in his government affairs. According to Dasan's view, public servants always should service devotedly for the people. And then, This study deals with three problems in relation to public servant ethic of Dasan. First, What characters exist in various background of Dasan's age, relating public servant ethic of Dasan? Second, What kind of Books exist related to governing the people in the past and Dasan' age? Third, What is the point of public servant ethic show up Dasan's Mokminsimseo? As a result of study, Dasan's opinion may be summed up in the following few words. First, public servants should know their own capacity and lot. Second, public servants should be incorruptible and integrity and uprightness. Third, in all cases, public servants must love the people. In conclusion, Dasan insisted that public servants should do ethical conduct and love the people at all times. Accordingly, the public servant ethic of Dasan keep an ideal image that transcend the times.
