다산 정약용의 협치행정사상

Dasan Jeong Yak-yong’s Governance idea: Focused on the Mokminsimseo

본 연구는 조선후기 실학을 집대성한 다산의 목민심서 전체 내용에서 서구 행정의 이론에 기반하고 있는 협치행정의 정의, 원칙, 성공조건을 바탕으로 협치행정 의미를 가지는 내용들이 있는지 고찰하였고, 목민심서에서 나타난 협치행정 내용이 목민심서에서 함축하고 있는 행정사상으로서 의미를 가진다는 것을 논의하여 협치행정사상을 제시하였다. 즉, 다산의 행정사상이 협치행정 내용을 바탕으로 목민심서에 함축하고 있다는 점에서 협치행정사상을 제시하였다. 이를 통해, 본 연구는 다산의 목민심서 협치행정 내용을 통해 한국사회에 적합할 수 있는 협치행정사상을 제시하고자 한 것이다. 다산의 목민심서에 협치행정 내용은 사회적 공공문제 및 공동목표, 공식적·비공식적 부문, 행정 권한, 자기조직화 네트워크, 공공서비스의 공정성과 형평성, 정책결정의 참여성, 자발적 참여와 협력, 업무의 효율성, 공직자의 투명성, 공직자의 책임성, 합법성의 내용으로 고찰하였으며, 협치행정 내용들이 목민관, 백성, 향회·향청을 기준으로 어떻게 구성되어지는지를 제시할 수 있었다. 결국 다산의 협치행정사상은 한국사회의 협치행정 실현에 관한 사상적 가치를 제시함으로 ‘행정’과 ‘협치행정’의 정체성에 관하여 고찰해볼 수 있는 사상적 가치를 제시해줄 수 있을 것으로 기대된다.

This study is considered to contents of governance meaning through definition, principles, successful condtion of governance based on Western administration theory in the entire Mokminsimseo content of Dasan compiled Silhak in the late Joseon Dynasty, and suggested the governance idea to be discussed that the governance content appeared to Mokminsimseo have menaing as administration idea implied to Mokminsimseo. In other words, it was suggested to the governance idea in that administration idea of Dasan is implied to the meaning of governance contents in Mokminsimseo. This study is attempted to present the governance idea which may be suitable for Korean society through Mokminsimseo of Dasan. The governance content of Dasan’s Mokminsimseo is considered as social public problem and common purpose, formal and informal section, administration right, self-organizing network, fairness and equity of public service, participation of a policy decision, voluntary participation and cooperation, efficiency of work, transparency of public official, responsibility of public official, legitimacy. Also, it could present how the contents of the governance were organized based on the governer, the people, and the council and organization related to local government.
