다산 정약용의 심리학적 분석을 통한 행정개혁사상

A Study on Administrative Reforms Philosophy through psychological analysis of Dasan Jung Yak-Yong

다산 정약용의 사상과 학문은 조선 후기의 내용이지만 현대 정치와 행정에 있어서 여전히 지침서로 여겨지고 있다. 이에 본 연구에서는 현대사회가 국가행정의 준거 틀로 활용하는 다산의 일표이서에 나타난 그의 행정개혁사상을 알아보고, 그 행정개혁사상의 기반이 되었던 다산의 심리학적 요인들을 고찰하는 데 목적을 두었다. 따라서, 첫째, 행정개혁사상의 배경이 되는 정보들을 수집하기 위해 다산의 생애와 업적 등에 대한 선행연구와 문헌자료들을 질적 분석방법으로 살펴보았다. 둘째, 이로써 수집된 정보들을 표준화된 기질과 성격 및 심리학적 사례 분석 틀에 적용하였다. 연구방법의 한계를 극복하고 타당성과 신뢰성을 높이기 위해 전문가 자문을 의뢰하였다. 셋째, 이를 토대로 심리학적 요인들을 밝히고, 결론과 시사점을 도출하였다. 연구 결과, 다산은 NhR(MLH)기질유형, SCT(HHM)성격유형, ESTP유형(외향적 감각형)성격유형임을 도출하였고, 개인적·환경적 요소들을 종합하여 심리학적 분석을 통해 내적 요인들을 도출하였다. 다산은 이를 기반으로, 그의 행정개혁사상인 민본, 애민, 휼민, 인정, 공정성, 사회적 형평성, 공직윤리, 실학사상을 담은 일표이서를 저술하였음을 알 수 있었다. 본 연구를 통해 현대사회의 정치와 행정의 문제점을 되짚어보고 이에 대한 시사점을 제시할 수 있었다.

The idea and study of Dasan are considered a guide on current politics and public administration as content of Joseon dynasty. Therefore, the purpose of study is considered on physiological factor of Dasan based on ideas of administrative reform known to appear the Dasan’s three books utilizing standard frame in modern society. This study is as follow. First, it is studied the methods of qualitative analysis that preceding research and literature materials is regarding to his lifetime and achievement to be background on idea of administrative reform. Seconds, the collected information about datum of Dasan is applied to the analysis frame standardized character, disposition and psychological cases. Third, on this forward study, it is defined psychological factor and deduced the conclusion and implication. In conclusion on this study, it is deduced to NhR(MLH) disposition type, ESTP type and internal factor through psychological analysis aggregated to being individual and environmental elements. And it is suggested to been written three books implicated to people-orientedness, love of people, relieve of people, benevolence, fairness, social equity, public ethics, Silhak ideas as his idea of administrative reform. This study examined on the problem of the politics and public administration in modern society, and could suggest on implication.
