임명직 지방관과 선출직 단체장의 윤리의식과 정치적 권위

Sense of Ethics and Political Authority of Appointive Local Administrators and Elective Governors with a Focus on Dasan’s Public Service Ethics

본 연구의 목표는 다산의 정치행정 사상을 조명함으로써 조선시대의 임명직 지방관과 오늘날의 선출직 단체장들에게 보편적으로 적용될 공직윤리를 고찰하는 것이다. 다산이 당대의 임명직 지방관에게 요구한 높은 도덕윤리의식은 현대의 선출직 단체장에게도 요구된다. 다산은 ‘정치’란 백성들을 위한 적극적인 행위임을 보여주고, 정치행정가들은 그들의 사적인 이익보다 백성들의 안위와 생존의 조건을 마련하는 것임을 강조하였다. 지방관(목민관)이 공복(公僕)으로서의 본분을 다하기 위해서는 윤리적 측면에서 지방의 하위관료, 향촌사회, 지역민들의 모범이 되어야 하며, 업무에 있어서 뛰어난 전문성을 갖추어야 한다는 점을 강조하였다. 다산은 지방관들이 지역행정의 주체로서 ‘공적 권위,’ ‘정치적 권위’를 갖기 위해서는 스스로의 수양과 절제가 필수적임을 강조하였다. 지방관이 청렴하고, 술, 여색(女色), 나태함을 멀리하고, 사적 이익의 유혹을 경계하는 등 높은 윤리의식을 갖추어야 한다는 것은 21세기 단체장들에게도 적용된다. 예나 지금이나, 지방의 공직자들이 도덕적으로 우월한 위치에 서지 않고서는 국민(백성)의 신뢰와 지지를 받을 수 없다. 특히 지방의 권력자가 권력과 권한을 자제하지 않고 남용하거나, 그 권력에 편승하여 지배하려고 할 때, 상식에서 벗어난 언행을 할 때는 공직자로서의 정치적 권위를 상실하기 때문이다. 오늘날 ‘제왕적’ 권력을 행사한다는 비판을 받고 있는 단체장들은 다산의 가르침을 깊이 새겨들을 필요가 있다.

This study aims at investigating public service ethics universally applied to both appointive local administrators in the Joseon Dynasty and today’s elective governors by illuminating Dasan Jeong Yak-yong’s thoughts on political administration. Lofty morality Dasan required his contemporary appointive governors to maintain is also required of modern elected heads of local governments. Dasan demonstrated ‘politics’ is active activities for people and emphasized political administrators should prepare for terms of people’s security and survival. In order for local governors to do their own duties, they should be ethical models for local society and residents as well as for low-ranking officials and be equipped with expertise in their tasks. Dasan also stressed discipline and abstinence as essential factors for local governors to exert ‘official and political authority’ as leaders of local administration. The sense of ethics local governors had by maintaining integrity, abstaining from intoxication, lust and laziness, and keeping off tempting private interest should also be applied to 21st century administrators. In all ages, local officials can’t receive trust and support from people without standing in a morally loftier position. Especially, local men of power would lose their political prestige if they didn’t abstain from wielding their authority and power but abused or took advantage of them to rule over, or spoke or behaved against common sense. Nowadays, local administrators criticized for exercising ‘imperial’ power have to bear Dasan’s lessons in mind.
