북한인권문제와 한반도통일의 상관성에 관한 연구

A Study on the Interrelationship of the North Korea's Human Right Problem and the Korean Peninsular Reunification

북한인권문제는 현제 국제질서의 제반 현안 중 가장 대표적인 현안으로 대두되고 있는 문제다. 북한인권문제는 단순히 남북한관계에 국한된 문제가 아니라 남북한을 넘어 동북아 나아가 세계평화질서 구축에 중요한 의미를 지니고 있다. 이런 점에서 우리는 북한인권문제에 대해 방관하거나 침묵해서는 안 된다. 북한인권문제는 한반도통일문제를 푸는 첩경이자 통일문제의 가장 중요한 ‘근본문제’라고 할 수 있다. 본 논문은 이러한 문제의식을 가지고 북한인권문제와 한반도 통일문제 간의 상관성을 시도하고 있다. 양자 간의 상관성을 밝히기 위해서는 우선 북한인권문제가 지니고 있는 구조적 성격에 대한 이해가 필요하다. 북한인권문제는 첫째, 보편적 질서와 역행하는 성격을 지니고 있고 둘째, 북한통치질서의 필연적 결과의 성격을 띠고 있고 셋째는 북한정권의 정권유지수단으로서의 성격을 함유하고 있다. 이러한 북한인권문제와 한반도통일 간에는 다양한 관련성을 맺고 있는데 첫째, 북한에 대한 신뢰구축의 최소한의 단계를 형성한다는 것이다. 둘째는 북한의 인권문제의 해소는 북한의 대남혁명성이 무산되었다는 산증거이고 셋째는 북한인권문제의 해결은 남북한 상호 민주체제로의 수렴성의 확산을 의미한다. 넷째, 북한인권문제는 통일조국의 미래상을 구현한다고 할 수 있다.

The problem of North Korea's human right is the most important issue among the current international issues. And it is the core problem in the Korean reunfication problem. The problem of North Korea's human right means everything to us. Because it is immediate connection with the building of the Northeast Asian and Worldwide peace system. Therefore, we must not keep silent about human rights in the North Korea, The human right's problem in the North Korea is 'a fundamental problem' solving the Korean reunification problem. With this consciousness of problem, this thesis attempts the interrelation of the North Korea's human right problem and the Korean peninsular reunification. This human right's problem in the North Korea is a close connection with the Korean unification. First, it's solving makes the belief-building phase about the North Korea. Secondly, the solution of the North Korea's human right problem is the evident proof that the North Korea has given up the revolutionary will towarding the South Korea. Thirdly, it means the spreading to democratic system. Finally, it can realize the ideal type of unifcation nation
