The Six Party Talks and the Way to Resolve the N.K. Nuclear Issue

이 글은 북핵문제 해결을 위한 4차에 걸친 6자 회담을 분석하고, 막바지에 이른 북핵문제 해결에 임하는 우리의 기본 원칙과 전략방향에 관하여 논하려는 것이다. 이 회담에서 참가국들은 북한핵의 완전한 폐기라는 목표에 공감대를 형성하고 핵폐기의 대가로 북의 안전보장과 경제지원 등을 제공하는데 동의하고 있다. 북한은 핵문제가 미국의 대북한 적대정책 때문에 발생한 것으로 규정하면서 핵폐기 대가로 북의 안전보장을 제공할 것과 핵의 평화적 이용권을 주장하고 있다. 북한 핵문제를 처리하면서 관련국들은 자국의 영향력을 확대하는 기회로 삼고 있으며 북한핵은 한반도의 통일을 더욱 어렵게 만들고 있다. 북핵문제를 해결하기 위해서는 확고한 안보의식과 억지력을 바탕으로 미국을 비롯한 우방과의 공조를 강화해야 한다. 또한 북한의 핵을 포기케하려는 노력뿐만 아니라, 북한이 핵을 포기하는 대가로 얻어내려는 소위 안전보장이나 체제보장의 내용에 대해 면밀한 검토와 대응이 요구된다. 북한의 핵포기의 대가로 우리의 안보가 약화되거나 분단이 고착되는 것을 막아야 한다. 북핵문제의 평화적 해결을 위해서는 북한의 협상전략을 잘아는 전문가의 참여와 역할이 중요하다고 본다.

This essay is to analyze the process of the Six Party talks and to propose the desirable way to resolve the North Korea Nuclear Issue. All the participants of the talks came to agree on the complete dismantle of the North Korean nuclear programs and offering some security guarantee and economic assistance including energy to North Korea in return. North Korea herself, however, goes on insisting that the U.S nuclear weapons and its alliance with Japan and South Korea are the real threats to her security and asks more tangible security guarantee from the U.S. Moreover, it began to demand her right of peaceful use of nuclear energy. The North Korea nuclear program threats the peace and prosperity in the North East Asian Region and makes the unification of the Korean Peninsular more difficult. To resolve the nuclear problem, Republic of Korea should strengthen the mutual assistance system with the United States and Japan supported by the strong nuclear deterrence and firm security resolution. It should make the utmost efforts to prevent North Korean from becoming a nuclear power but also pay keen attention to the dealings in which North Korea would get the security guarantee from the United States. We Koreans should keep our security from weakening and our division from adhering at the cost of the North Korean future abandonment of its nuclear program. In order to solve the North Korea nuclear issue peaceful and desirable, it is essential to seek help and advices from some North Korean specialists who know very well about the North Korean negotiation style and tactics.
