2010 개정 민원 서식에 대한 국어학적 검토

The Grammatical Research into the Civil Applications revised in 2010

행정안전부에서 2010년 8월에 보도 자료를 통해 개정된 민원 서식 24종을 발표하였다. 보도 자료에 따르면 민원인이 민원 서식을 쉽게 이해할 수 있도록 공간을 재배치하고 디자인 개념을 적용하여 서식을 보기 좋게 만들었다고 한다. 그러나 개정 과정에서 잘못된 표기나 단어, 문장, 표현들을 올바르게 바로잡는 국어학적인 검토가 전문적으로 이루어지지 않은 듯하다. 이에 새로 개정된 민원 서식의 어법을 검토한 결과 띄어쓰기, 문장 부호 사용, 어휘, 표현 및 문장 면에서 많은 오류를 발견할 수 있었다. 공간 배치나 디자인과 같은 외적인 면을 개선하는 데 치중한 나머지 이보다 더 중요한 어법 부분을 소홀히 한 것이다. 이에 본고는 2010 개정 민원 서식의 어법상 문제를 구체적으로 지적하는 한편 국어학 전문가를 중심으로 민원 서식을 다시 새롭게 개정하여 민원 서식의 어법상 오류를 하루빨리 바로잡아야 한다고 주장한다.

This paper researched into the civil applications revised in 2010. Old civil applications were very uncomfortable for petitioners to use in terms of visual and design. And new civil applications are very easy for petitioners to use. But in terms of grammar revised civil applications have many problems. First, in terms of word spacing we can find verious errors about bound nouns, adverbs and determiners. And there is no consistency in word spacing of noun sequences construction. Second, in terms of punctuation we can find verious erros about 「 」, period ( . ), comma( , ), quotation mark(“ ”), hypen(-), central period(ㆍ)’Third, in terms of vocabulary there are some problems changing from ‘ja’ to ‘saram’ and using nonstandard words ‘taewi, jeoksaek, heuksaek’Forth, in terms of linguistic expression and syntactic construction we can find various ambiguity and errors in many sentences. So I strongly argue that the civil applications should be reviewed by experts in terms of various linguistic contents.
