이 글에서는 지금까지 추진되어온 국외 한국어 교육 정책 추진 현황을 살펴보았다. 또 국외 한국어 교육 정책 추진 배경의 변화 양상과 국외 한국어 교육의 활성화, 내실화를 위한 한국어 교육 정책 추진 방향도 논의했다. 2000년대 이후 한국어 교육의 가장 큰 특징은 그 대상이 재외동포 중심에서 외국인까지 확대되어 수요가 급증했다는 것이다. 이러한 변화를 뒷받침하기 위한 법적, 제도적 장치에는 어떤 것이 있는지, 문화체육관광부, 교육과학기술부, 외교통상부 등 관련 부처와 부처의 정책을 지원하는 공공기관의 관련 정책 내용은 무엇인지를 살펴보았다. 나아가 각 지원 기관에서 국외 한국어 교육 역량 강화를 위해 추진하고 있는 세부 과제(사업)들을, 국외 한국 교육 기관 개원 및 지원, 한국어 교원 초청 국내 연수 및 장학 지원, 한국어 교원 국외 현지 연수, 한국어 교원 파견, 한국어 교육 관련 기관 지원, 교재 개발 및 보급, 한국어 능력 평가, 한국어 사이버 강좌 운영, 각종 행사 지원으로 나누어 정리했다. 끝으로 국외 한국어 교육의 정책 추진 방향을 철학적 측면과 내용적 측면으로 나누어 논의했다.
This study examined the policy promotion direction of the overseas Korean education on the present situation. Also it discussed the change of the policy promotion background and the direction of the overseas Korean education for revitalization and substantiality. The best feature of Korean education after 2000 is a rapid increasing of demand to learn Korean as the target has expanded from overseas Koreans to foreigners. This paper inquired into provisions of the raw or system to support this change and the policies of the government agencies which are 'Ministry of the Culture, Sports and Tourism', 'Ministry of Education, Science and Technology' and 'Ministry Foreign Affairs and Trade' etc. And then, it arranged the promoting enterprises of each organization to build up the capability strengthas the opening and supporting of the institute of overseas Korean education, supportof the training program for Korean educators by inviting Korea and a scholarship, the training program in the field for Korean educators, dispatch of Korean educators, supporting the institutes of Korean education, development and spread of the Korean textbooks, Korean Language Test, management of the cyber lectures and support various events. Finally, it discussed the policy promotion direction of the overseas Korean education as the philosophical side and contents.
