시민의식의 발전과 국어교육의 방향에 대한 연구

“Democracy And A Proper Direction For National Language Education”

‘영어 광풍’이라고 불릴 정도로 영어교육으로 온 나라가 시끄럽다. 국제화 시대에 영어가 강조될수록 나쁠 것은 없겠지만, 만약 불필요하게 많은 비용이 들고 효과가 적다면 문제가 아닐 수 없다. 또한, 영어교육에 대한 문제는 단순히 영어에만 한정되는 것이 아니라 우리나라 국민들의 언어생활과 직결되는 문제라서 국어교육과도 밀접하여 그렇게 단순하지만은 않다. 이럴 때일수록, 국어교육의 방향을 올바르게 설정하는 것이 더욱 중요하다고 생각한다. 국어교육의 방향을 점검하기 위해, 서양이나 우리나라에서 과거에 말과 글에 대한 정책의 변화가 어떻게 되어 왔는가를 살피는 것은 매우 유익하다고 생각한다. 또한, 그것을 살피는 것은 시민의식의 발전과 관련해 보는 것이 중요하다고 본다. 왜냐하면, 문자생활에서 시민의식은 여러 사람들이 쉽고 올바르게 이해할 수 있는 방향으로 발전하여 생활이 편리하게 되었기 때문이다. 그리고, 현재 국어교육의 방향은 어떻게 진행되고 있는지를 알기 위해 제7차 국어과 교육과정과 국어과 교과서 그리고 개정 국어과 교육과정을 살피고자 한다. 그래서, 국어교육은 올바르게 되고 있는지, 부족한 점은 없는지, 있다면 어떻게 개선하는 것이 바람직한지 그 방향을 제시해보고자 한다.

Language plays an essential role in conducting everyday lives. Without language, it is virtually impossible to hand down and develop our civilization. The most fundamental purpose of language is to communicate our thoughts and feelings. So the ultimate goal of language education is to teach the most effective use of language to get across our thoughts and feelings. This paper is an attempt to examine the national language education policies of other countries and find out a desirable relation between democratic development and national language policies. We will also examine whether Korean language education today is indeed structured to promote an effective communicative use of the language. In so doing, we will review what kind of language education policy is being materialized by the 7th National Curriculum of Korea and the current textbooks. This review will then suggest some revisions that need to be made in the current National Curriculum. Through the investigation of the actual conditions of the national language education today, this study aims to identify a proper direction for Korean language education in accordance with the democratic development of the society.
