Current Problems of Language Environment in Korean Usage

이 논문은 언어 환경의 현황과 과제를 살펴보는 목적을 가지는데, 특히 한자어 표기 방법의 문제점을 지적하면서, 그 해결 방안을 모색하는 것을 목적으로 한다. 인간은 사회적 동물로서 사고 표현의 도구로 언어를 사용한다. 따라서 인간 및 사회를 이해하는 가장 좋은 방법은 현재 사용되고 있는 언어를 살피는 것이다. 21세기 우리의 언어 환경은 외국어, 특히 영어에 많이 노출되어 있다. 정부, 광역시, 대학 등 할 것 없이 주변이 영어라고 하는 외국어에 둘러싸여 있다. 영문(로마자) 그대로 노출되어 있는 경우는 물론이고 한글로 쓰여 있다고 하더라도 일정한 기준 없이 제멋대로의 발음과 표기가 횡횡하고 있는 실정이다. 필자는 발음과 표기에서 서양어는 원지음을 따르고 동양어는 현지음을 따르는 것을 제안한다. 서양어는 우리에게 없는 것이니 그쪽에 맞추면 될 것이고, 동양어는 우리가 한국 한자와 한자음을 갖고 있으니 우리 쪽에 맞추면 될 것이라는 이유에서이다. 실제로 같은 동양권에 속한 중국이나 일본에서도 자국의 한자와 한자음으로 발음하고 표기를 한다. 우리가 굳이 중국과 일본에 맞출 필요가 없다. 또한 현재 있는 외래어 표기법은 국어의 한 종류를 표기하는 방법일진대, 수시로 등장하고 있는 외국어를 표기할 수 있는 기준으로 외국어 표기법의 도입도 필요할 것이다. 이런 주장의 근거는 기본적으로 언어는 우리의 사회를 반영하기 때문이다.

This paper focuses on current problems of language environment in korean usage. Basically human is social animal, and uses language as instrument of thought expression. So we can explore language in order to understand human and society. It is said that we use too many foreign language, especially english. That is to say, language environments of us, so to, government, vast area city, university, signboard etc. are enveloped with english. Now there's no criteria of pronouncement and mark method. I suggest that we should follow original sound in western language and present sound in oriental language, for pronouncement and mark method. It is why western language is not ours, and oriental language, especially chinese language is part of ours, that is to say, korean chinese. Practically china and japan have their own chinese, and use their own chinese language. Also I suggest it is necessary to have mark method of foreign language. It is why loan language is not foreign language in mark method. It is originated from this: language reflects human and society.
