재미 한인 지적장애인의 지역사회 경험 및 비장애 청소년들의 자원봉사활동에 대한 비판문화기술지 연구

Critical Ethnographic Research on Experiences of Korean American Adults Labeled with Intellectual Disabilities in the Context of Volunteer Work of Youth without Disabilities

본 논문은 지적장애가 있는 재미 한국인들이 한인 지역사회에서 겪는 문화적 경험에 대해 기록한 비판문화기술지 연구의 일부분이다. 이 논문에서는 에이블리즘의 재생산이라는 관점에서 비장애 청소년들의 지적장애인을 대상으로 하는 자원봉사활동의 문제점과 그러한 에이블리즘 담론을 저항하는 예로, 지적장애인 연구 참여자들의 자원봉사 관련 역량 및 경험을 제시하는 데 그 목적이 있다. 연구자는 미국 대도시에 위치한 한 장애인 관련 단체에 속한 여섯 명의 지적장애인들의 일상생활 및 관련 단체 활동을 지역사회 맥락에서 참여관찰 하였다. 그 결과, 지역사회 내 일부 비장애 청소년들이 장애인 단체에서의 단기적 봉사활동을 상위권 대학 입시 준비를 위한 포트폴리오로 이용하한다는 것을 관찰하였다. 또 이 과정에서 지적장애인 참여자들은 자신의 요구 및 경험과 무관하게 관련 기관이 주도하는 행사나 프로그램에서 일방적으로 비장애인 청소년 자원봉사자에게 배정되고 대상화되었다. 하지만 이 논문에서는 연구 참여자들이 이러한 에이블리즘의 단순한 수동적 피해자가 아니라, 어떻게 나름대로 지역사회에서 타인에 대한 봉사라는 같은 행동 방식을 통해 에이블리즘에 저항하며, 자신의 역량을 보여주는지에 대한 반례도 제시하였다.

This study aims to explore the cultural impact of volunteerism on the reproduction of ableism, as part of a larger ethnographic research project on the daily experiences of adults labeled with intellectual disablities in their Korean Amerocan community. The research incorporated a critical ethnographic method (Carspecken, 1996), and implemented participant observation over eighteen months in a Korean American community to which the six research participants labeled with intellectual disabilities belong. The fixed nature of the roles of caring and receiving care emerged as the main theme. While the Korean community actively reproduces the culture of volunteerism, the participants with intellectual disabilities in this research were excluded from opportunities to serve as contributing adult members in these areas. Instead, these participants were fixed in the served role in certain community contexts, despite exhibiting a variety of examples of service to others in purely voluntary actions in their daily lives. The author argues that ableism is reproduced through these volunteer activities in Korean American communities, while the participants also resist ableism by providing volunteer work in the community.
