자율방범대는 지역 안전을 위해 중요한 역할을 수행하고 있으면서도 체계적인 관리와 예산지원을 하지 못하고 있다는 주장에 따라 2022년 4월에 「자율방범대 설치 및 운영에 ~~ 관한 법률」(「자율방범대법」)이 제정되었다. 자율방범대는 거의 70년 동안 경찰활동을 보조하면서 각 지역에서 범죄예방활동에 참여해왔지만 「자율방범대법」의 제정으로 인해 더욱 체계적인 범죄예방활동을 수행하게 될 것이다. 특히, 자율방범대가 법적 지위를 갖게 됨으로써 자율방범대 사무실 설치 등 어려웠던 여러 문제를 해결하는 데 도움이 될 것이다. 이 연구의 목적은 자율방범대의 개념 및 역사를 살펴보고, 「자율방범대법」 제정의 의의를 제시하고, 앞으로 「자율방범대법」을 시행하는 과정에서 발생할 수 있는 문제에 대해 논의하는 것이다. 자율방범대는 근본적으로 지역 주민이 자신의 지역 안전을 위해 방범순찰 및 범죄신고, 청소년 선도 및 보호를 하는 자율방범조직이므로 자율방범대원은 「자율방범대법」 제정 및 시행을 계기로 지역 안전을 위해서 더욱 강한 봉사정신을 갖추고 자율방범활동을 수행해야 할 것이다. 지역 주민 또한 자율방범대 활동의 중요성을 인식하고 자율방범대에 대해서 적극적 격려와 지지를 보내 주고 함께 자율방범활동에 참여할 수 있도록 해야 한다.
In April 2022, the “Act on the Installation and Operation of Citizen Patrol Corps(Citizen Patrol Corps Act)” was enacted according to the claim that citizen patrol corps play the various important roles for regional safety, but have been not systematically managed and supported. Citizen patrol corps have been participating in crime prevention activities in each community while assisting policing for nearly 70 years in South Korea, but with the enactment of Citizen Patrol Corps Act, they will be able to carry out more systematic crime prevention activities. The citizen patrol corps, which have played the role of safety guards in the community until now, will be given legal status, which will help solve various difficult problems. The purpose of this study is to examine the concept and history of the citizen patrol corps, present the significance of citizen patrol corps act enactment, and discuss problems that may arise in the process of implementing citizen patrol corps in the future. The citizen patrol corps are fundamentally the voluntary crime prevention organization that local residents patrol for crime prevention, report crimes, and protect youth for their own local safety. Local residents should recognize the importance of citizen patrol corps activity, and actively encourage and support citizen patrol corps.
