지방자치단체 선출직·고위직 부패의 발생원인 분석

A Study on the Causes of Corruption in Elected and High-Ranking Officials of Local Governments

본 연구는 감사결과보고서를 중심으로 지방자치단체 선출직·고위직 공무원의 부패특성 및 부패발생원인을 분석하고 시사점을 제시하는 데 목적이 있다. 지방자치단체 선출직·고위직 부패의 특성은 부패유형과 부패발생원인으로 구분하여 살펴보았다. 부패유형을 중심으로 나타나는 특성은 고위직이 인사기준이나 절차를 부당하게 변경하거나 고위직의 지시로 사업자를 내정하는 유형의 부패가 가장 많이 나타났다. 부패발생원인 측면에서 나타나는 특성은 정책의사결정 과정에서 타당성 검토가 충분히 이루어지거나 내부통제 거버넌스가 미흡한 경우, 재량권 남용 등에 의해서 고위직 부패가 주로 발생하는 것으로 나타났다. 여기에서는 고위직 부패가 가장 복합적으로 나타나는 내부통제 거버넌스의 미흡 사례에 대해 부패발생원인과 확산과정에 대해 심층분석하였다. 마지막으로는 감사결과보고서 분석내용을 중심으로 지방자치단체 스스로 자치단체장 등 고위직의 정책의사결정을 견제하기 위한 제도적 개선이 필요한 사항을 간략히 시사점으로 제시하였다.

The purpose of this study is to analyze the characteristics of corruption and the causes of corruption among elected and high-ranking public officials of local governments, focusing on the audit report. The characteristics of corruption in elected and high-ranking positions in local governments were divided into corruption types and causes of corruption. As for the characteristics of the type of corruption, corruption in which a high-ranking official unfairly changed personnel standards or procedures or appointed a business operator at the direction of a high-ranking official was the most common. As for the characteristics of the causes of corruption, it was found that high-level corruption mainly occurs due to insufficient feasibility reviews in the policy decisionmaking process, insufficient internal control governance, and abuse of discretionary power. This study conducted an in-depth analysis on the causes and spread of corruption in cases of insufficient internal control governance in which high-ranking corruption appears most complexly. Lastly, based on the analysis of the audit report, local governments themselves briefly suggested matters requiring institutional improvement to check the policy decision-making of high-ranking officials such as local government heads.
