도시재생사업 성과분석 및 스마트도시재생 평가지표 연구

A Study on the Performance Analysis of Urban Regeneration Projects and Smart Urban Regeneration Evaluation Indicators: Focusing on the Business Districts of Changwon, Jinju, and Namhae, Gyeongnam

본 연구는 도시재생사업 종합성과지표 및 기존사업지구의 성과를 분석하고, 스마트지표에 따른 도시재생사업의 현실을 점검하고 스마트도시재생을 위한 정책변화를 위한 주체별 역할을 제안하는데 그 목적이 있다. 도시재생사업 성과분석을 위해 국토부의 도시재생 종합성과지표 중 공공데이터로 구득이 가능한 8개 지표를 활용했으며, 스마트요소 적용 부분도 함께 평가했다. 그 결과 스마트요소에 대해 단위사업 추진, 시설물 설치 위주로 계획되고 있었으며, 진주성북지구의 경우 본 사업에서 특화사업으로 계획하고 있는 것이 특이점으로 볼 수 있다. 스마트도시재생 관련 세부지표에 대한 전문가 설문조사 및 AHP분석결과 행정분야의 지표는 매우 중요한 것으로 분석되었으나, 현재 도시재생 성과지표에서는 행정분야에서 적용될 수 있는 지표 또는 제도가 없다. 본 연구에서는 다음과 같은 연구결론을 제시했다. 첫째, 광역 및 기초지자체에서는 도시재생사업의 체계적 추진을 위해 제도적 마련이 필요하다. 둘째, 스마트도시재생사업의 지속적인 추진을 위한 정부-광역 및 기초지차체-중간지원조직의 긴밀한 거버넌스 구축이 필요하다. 셋째, 지역대학 및 연구기관에서는 지역현황에 적합한 스마트도시재생사업의 적용을 위한 가이드라인 개발 및 제안이 필요하다.

The purpose of this study is to analyze the comprehensive performance indicators of urban regeneration projects and the performance of existing business districts, check the reality of urban regeneration projects according to smart indicators, and propose roles for policy change for smart urban regeneration. To analyze the performance of urban regeneration projects, eight indicators that can be obtained from public data were used among the comprehensive urban regeneration performance indicators of the Ministry of Land, Infrastructure and Transport, and the application of smart elements was also evaluated. As a result, it was planned to promote unit projects and install facilities for smart elements, and in the case of Jinju Seongbuk District, it can be seen that it is planned as a specialized project from this project. As a result of expert surveys and AHP analysis on detailed indicators related to smart urban regeneration, indicators in the administrative field were analyzed to be very important, but there are currently no indicators or systems that can be applied in the administrative field. In this study, the following research conclusions were presented. First, metropolitan and basic local governments need to prepare institutions for the systematic promotion of urban regeneration projects. Second, it is necessary to establish close governance of the government-wide and basic local governments-intermediate support organizations for the continuous promotion of smart urban regeneration projects. Third, local universities and research institutes need to develop and propose guidelines for the application of smart urban regeneration projects suitable for regional status.
