최초의 삼도수군통제영에 관한 연구

A Study of the First Samdo Naval Base Tongjaeyeong

한산해전 이후로 국가지보장인 호남을 방어하기 위하여 한산도로 전진기지를 옮긴 후에 이순신에게 삼도수군통제사라는 직함이 제수되었다. 이를 계기로 생긴 통제영이 좌수영이냐 한산도냐 하는 문제로 의견이 분분하였다. 통제영이라는 용어가 처음으로 쓰인 시기는 1606년(선조39)이었다. 임란 당시의 제 기록을 통하여 당시에는 통제영이라는 용어는 없었으며 통제영이라는 용어 대신에 본영이라는 용어를 사용하였다. 임란 무렵에는 본영이라고 부른 장소가 통제영이었다. 본영 외의 장소를 말할 경우에는 행영, 진, 해진, 해영 등의 용어를 사용하였다. 당시 통제영은 전라좌수영이었고, 여수는 최초의 삼도수군통제영이었다. 한산도가 통제영이라고 주장하는 몇 가지 근거들을 분석하고 한산도는 통제영이라고 칭할만한 여러 가지 조건에 부합되지 않는 곳이었음을 밝혔다. 삼도수군통제영이 삼도의 수군을 통제하는 본연의 주된 업무를 조직적으로 관할하는 수영으로 정상적으로 국가행정력으로 통제 가능한 영역으로 선소를 포함한 일정한 규모의 충분한 지상 수군기지일진데 주된 업무를 조직적으로 관할하는 국가행정력으로 통제 가능한 영역인 삼도수군통제영은 전라좌수영지인 여수 본영이었다. 한산도는 지상 수군기지가 아닌 최소한의 필수적인 기능을 지닌 전진기지이었다. 이순신이 지키려는 이 나라 즉 호남을 침범하려는 왜선이 오는 필수 길목에 세운 임시 전초 전진기지 통제사처일 뿐이었고, 한산도는 통제영이라고 칭할만한 여러 가지 조건에 부합되지 않는 곳이었음을 밝혔다. 이순신 삶의 완성이었던 호남이었고, 여수가 아니었으면 호남도, 국가도 없었다. 여수는 조선 수군의 핵심이었고 최초의 삼도수군통제영 본영이었다.

After the Battle of Hansan, the title of Samdo Navy Commander was defeated by Yi Sun-sin after moving the forward base to Hansan Island to defend Honam, a national security guard. As a result, there was a lot of disagreement about whether the control center was left naval camp Tyeosu or Hansan Island. The first time the term “Tongjaeyoung” was used was in 1606 (the 39th year of King Seonjo's reign). At the time of the Japanese invasion of Korea, the place called the main castle was the control castle. When referring to the place other than the main castle, the terms such as the castle, Jin, Haejin, Haeyoung were used. Analyzing some of the grounds that Hansando claims to be Tongjaeyoung, Hansando revealed that it was not in conformity with various conditions to be called Tongjaeyoung. It is the Tongjaeyoung that systematically controls the main task of controlling the navy of Samdo Navy. It is an area that can be normally controlled by the national administrative power. It is a sufficient ground naval base of a certain size including the ship. The area that can be controlled by the national administrative power that is under the jurisdiction of the main task was the Yeosu main Navy left area base of Jeolla province. Hansan Island was not a ground-based naval base but a forward base with minimal essential functions. It was only a temporary outpost base built on the essential road where Yi Sun-sin was trying to invade this country, Honam, and Hansando was not in conformity with various conditions to be called Tongjaeyoung. It was Yeosu, which was the completion of Yi Sun-sin's life, and without Honam, there was neither Honam nor Nation Joseon. Yeosu was the core of the Korean naval base and was the first Samdo naval base Tongjaeyeong.
