미중패권경쟁시대에서의 한국 과학기술 주권확보전략

Korean Scientific-Technical National Sovereignty Strategy in the Hegemonic War between the U.S. and China

미국과 소련 간 냉정종식 후 세계최고의 제조업을 영위하고 첨단과학기술을 가진 미국이 세계질서를 형성하였고 이에 미국의 헤게모니는 50년 동안 지속되었다. 패권은 세계경제에서 선도부문을지배하는 국가가 이를 가지게 됨을 보여준다. 그러나 이러한 상황은 중국의 개방과 개혁이후 급속하게 변화되었다. 중국은 경제, 정치, 외교, 국제무역, 국제통화와 재정, 국방 등의 영역에서 강한 국력을 가지게 되었다. 이러한 중국의 부상은 미국의 헤게모니와 충돌을 야기하였다. 이러한 전쟁은 ICT, A.I, Bio, 반도체, 원자력. 5G, 우주기술 등을 포함하는 가장 선진적 과학기술영역에서 진행되고 있다. 한국이 지정학적으로, 지경학적으로 미국과 중국 사이에 위치하기 때문에 한국은 자신의 생존, 국민의 삶의 질과 다음세대를 고려하여야 한다. 기술패권시대에 있어 한국이 부와 국력을 창출하는 가장좋은 전략은 어떠한 국가 또는 기업이 따라올 수 없고 모방할 수 없는 비교우위기술, 원천기술 등가장 첨단 과학기술을 창출, 발달하고 미국 등 자유와 시장경제라는 가치공유를 하는 국가와의 기술동맹을 가지는 것이다.

After end of cold war between U.S and Soviet Union, hegemony of the U.S. has been consisted about 50 years. This situation has been changed rapidly after china’s opening and reformation. China has begun to have strong power in areas of the economics, politics, deplomacy, international trade, international monetary and finance, military and so on. This China’s arise has caused to collide with the U.S. hegemony. This war has been in progress in the most advanced scientific-technical areas including ICT, A.I, Bio, Semi-conduct, Atomic, 5G, Space technology. Because Korea is situated at hegemonic war between the U.S. and China geopolitically and geoeconomically, Korea is in a crisis to have to consider its’ national existence, quality of people life and perrmanence of next generations. Best strategy to overcome this crisis is to create national wealhty and power. To achieve these goals it’s crucial to create, develope the most advanced scientific-technology that any nations or enterprises could not follow or immitate.
