AHP를 활용한 여수지역 항만 오일허브 활성화 방안 연구

A Study on the Activation Policy for Yeosu Oil Hub Using AHP

한국의 동북아 오일허브 추진은 2013년에 산업통상자원부에서 발표한 ‘동북아 오일허브 추진현황 및 향후계획’으로부터 시작되었으며, 여수광양항과 울산항이 위치하는 여수지역과 울산지역을 세계 네 번째 오일허브로 육성하는 비전을 수립하였다. 여수지역 오일허브의 추진은 2008년에 일찌감치 시작되었으나, 10여 년이 지난 현재까지 사업 확장이 이루어지지 않았다. 반면 울산항은 북항에서 오일허브 구축 1단계 사업을 2021년부터 추진하고 있다. 본 연구는 여수지역 항만 오일허브 활성화 방안을 제시하기 위해 세계 3대 오일허브의 운영전략과 선행연구를 통해 평가항목을 대분류 3개와 소분류 9개로 도출하였으며, 국내 항만물류와 석유산업의 전문가를 대상으로 AHP 조사를 진행하였다. AHP 분석결과에 따르면 ‘인프라 구축’이 가장 중요한 대분류 항목으로 평가되었으며, 이어서 ‘제도 개선 및 마련’, ‘비즈니스 환경 조성’의 순으로 나타났다. AHP 분석결과를 토대로 여수지역 항만 오일허브 활성화 방안을 항만 오일 물류 인프라 구축과 지원정책으로 구분하여 제시하였다. 본 연구의 분석결과는 향후 여수지역 항만 오일허브 활성화를 위한 기초 정책 자료로 활용될 수 있으며, 한국의 동북아 오일허브 구축을 추진하기 위한 참고자료로 활용될 것으로 기대된다.

Purpose : The purpose of this study is to suggest strategies to activate the oil hub in the port of Yeosu by using Analytic Hierarchy Process(AHP) analysis. Research design, data and methodology : This paper derives operational strategies for the Yeosu port oil hub through a literature review and expert opinions. Then, the AHP investigation was conducted with 30 experts. Results : AHP survey results, show that ‘infrastructure construction’ was evaluated as the most important major category, followed by ‘policy improvement and preparation’ and ‘business environment creation’. The important sub-categories are 'securing public berthing facilities'. securing public oil ternimals, and 'Expanding the oil hub hinterland'. Conclusions : The construction of berthing facilities and oil terminals is most urgent in order to revitalize the oil hub in the port of Yeosu. It is also necessary to improve regulations and prepare support policies.
