항만 개발과 운영이 미치는 사회적 영향에 관한 연구

항만은 수출 위주의 경제성장 정책에서 중요한 역할을 담당하고 있으며, 우리나라는 국가 주도의 항만개발을 통해 경제 성장을 지원하고 있다. 항만 개발의 영향과 효과에 대해서 다수의 선행연구들이 진행되었으나, 대부분의 선행연구는 경제적 효과를 중심으로 이루어졌다. 과거 산업화 시대는 공급 관점, 산업화 이후에는 수요와 효율성 관점으로 변화되었고, 최근에는 지속가능한 발전에 대한 국제적인 관심과 국민의식이 증대되고 있다. 특히, 항만은 도시와 다양한 단계를 거쳐 상호 영향을 주고받으며 진화하고 있으며, 항만을 포함한 타 SOC 산업이 지역사회 및 해당 지역 주민에 기여하는 사회적 가치가 크다는 점에 주목한 국내외 관련 연구가 증가하는 추세임을 고려하면 지역사회에 끼치는 경제적 영향뿐만 아니라 사회적 영향을 평가할 필요가 존재한다. 따라서, 본 연구에서는 항만의 사회적 영향과 효과에 대해 긍정과 부정적 영향을 포함한 평가모형을 구축하여 분석을 실시하고 시사점을 도출하였다. 이와 함께 항만 개발 시 고려되었던 요인의 중요도 및 실제 이용자와 관리자가 생각하는 성과(만족도)를 분석하여 항만 개발의 효과를 높이기 위한 방안을 모색하였다.

Korea supports economic growth through state-led port development. Previous studies have been conducted on the impact and effect of port development, but most of the previous studies have been conducted focusing on economic effects. In the industrialization era focused on a supply perspective, and after industrialization, focused on demand and efficiency perspective. Recently, international interest and public awareness of sustainable development (SDGs) are increasing. In particular, domestic and foreign studies have focused on the fact that ports are evolving while exchanging mutual influences with cities through various stages, and that other SOC industries, including ports, have great social value contributing to local communities and local residents. Considering the increasing trend, there is a need to evaluate social as well as economic impacts on local communities. In this study, the social impact of port development and operation was divided into positive and negative impacts, analyzed with a focus on users/administrators, and implications were derived, and implications were derived by comparing the importance and performance of factors considered during port development. This study analyzed the social effects and performance of the development of ports, which are important SOC, and suggested implications to improve the positive impact and effect in future port development. Continued research will be needed to estimate the social impact and effect of port development in the future.
