Recently, many municipalities in Korea are leading the development of poverty or deprived areas as tourist attractions for the purpose of recycling old cities. Government-led tourism development typically focuses on the economic revitalization of poor areas. However, unlike ordinary tourism types, slum tourism is a key tourism resource that is directly related to the lives and human rights of local residents. The purpose of this study is to understand the concept of slum tourism which is an urban regeneration tool adopted by industrialized countries in the era of post - industrialization and to understand the concept of slum tourism as one of the types of urban redevelopment from the perspective of local governments, local residents and potential tourists, The characteristics and effectiveness of slum tourism are discussed and finally an alternative is presented. For this purpose, I conducted a study on “Establishment and Operation Ordinance for the Establishment and Operation of the Old Life Experience Center in Incheon City, Incheon City,” which was conducted in the Hoeoburi Village, Mansuksundong, Incheon, a typical two-way village in Korea. The following suggestions were made. First, local governments recognize that the area is a residential area for residents before adopting slum tourism as a tool for the reclamation of poverty areas, and conduct a thorough investigation of diversified perspectives in consideration of residential environment, welfare, and other influencing factors of residents You have to precede it. Second, local residents need to argue their rights and opinions based on logical reasons for their impact on life and results, rather than opposing slum tourism. Third, potential tourists should practice moral and ethical behavior and have a sense of responsibility for their actions before choosing a slum tour as a leisure activity.
