Analysis of the Results and the Factors of Victory and Defeat of the 2022 Jeju Local Elections

본 연구는 2022년 제주 지방선거 결과와 승패 요인을 분석했다. 선거 결과, 첫째, 전국 흐름과 다르게 제주는 도지사와 도의원 선거에서 민주당이 이겼다. 둘째, 경선 후보와 당선자 분포는 남성과 5~60대 위주였다. 주민대표성을 충족하지 못하고 있다. 셋째, 정당 득표율은 민주당이 높지만, 서귀포시에서는 국민의힘이 높았다. 넷째, 역사상 최저 투표율을 기록했다. 매회 3.4%씩 하락하고 있다. 도저촌고 현상은 지속적으로 감소하고 있다. 다섯째, 소지역주의 현상은 여전히 존재하지만 강도가 약화되고 있다. 승패 요인 분석 결과, 첫째, 정당 요인으로, 최근 총선·대선에서 민주당 지지가 높았다. 민주당은 도지사 경선 후 바로 원팀을 구성해서 단합된 분위기를 형성했다. 반면, 원희룡 도지사 조기 사퇴, 낮은 국정수행 지지율, 지방의원 외부 인재 발굴 실패 등이 국민의힘 패인으로 분석됐다. 둘째, 인물 요인으로, 오영훈 후보가 국회 의정활동 성과와 중앙정치 핵심 직책을 맡으면서 대중적 인지도를 넓혔고, 상대인 허향진 후보를 인물 득표력 면에서 앞섰다. 셋째, 이슈 요인으로, 허 후보는 도전자 입장에서 정책적·정치적 이슈를 생산하거나 잘 활용하지 못했다. 반면 오 후보는 불리한 이슈를 노련하게 방어했다. 넷째, 출신 지역 요인으로, 오 후보의 서귀포 지역 높은 득표율은 그동안 소외됐던 산남지역 유권자들의 기대감을 반영한 것이다. 다섯째, 유권자 요인으로, 제주의 3~50대 이주민 증가가 민주당 지지 성향과 관련성이 높았다.

This study analyzed the factors of victory and defeat in the Jeju local elections in 2022. First, as a party factor, the Democratic Party's support was high in the recent general and presidential elections. And the Democratic Party formed an atmosphere of unity without conflict after the presidency. On the other hand, the early resignation of Provincial Governor Won Hee-ryong, low support for state affairs, and failure to find outside talent for provincial councilors were analyzed as the failure of the People power party. Second, as the character factor, Candidate Young-hoon Oh expanded his public awareness by taking on a key position in central politics and his achievements in government affairs, and he outperformed his opponent, Hyang-jin Heo, in character vote power. Third, as an issue factor, Candidate Huh failed to produce or utilize policy and political issues well from the challenger's point of view. On the other hand, Candidate Oh skillfully defended the unfavorable issue. Fourth, as a regional factor, Candidate Oh's high vote in Seogwipo reflects the expectations of Seogwipo voters, who have been neglected. Fifth, as a voter factor, the increase in Jeju's migrants in their 30s, 40s, and 50s was highly related to the Democratic Party support tendency.
