The Logical Formation and Meaning Reconstruction of “Numerical Management” in National Governance

Ray Huang, in 1587, A Year of No Significance: The Ming Dynasty in Decline, discussed the lack of mathematical management in China, which was largely derived from his research on the taxation system of the Ming Dynasty. Others believed that the “Mathematical Management ” actually reflected the ruler's ability to measure the economic value of the goods produced and traded within the territory, emphasizing the technical nature of mathematical management. By combing Ray Huang’s thoughts, this paper analyzes the role of “Mathematical Management” in national governance, and holds that “Mathematical Management” not only includes quantitative management in the literal sense, but also includes related management systems. In a sense, “Mathematical Management” is the combination of technology and system. The key is to use statistical data, data analysis means to establish a scientific and reasonable statistical system, which contains a wealth of statistical ideas.
