트랜스젠더 인권의 정치적 실천 전략으로서의 공공공간

Public Space as a Political Strategy of Transgender Rights: Case study on Transgender Day of Remembrance March in Korea, 2019

본 연구는 소수자 당사자들의 정치적 실천에 있어 공공공간이 어떠한 전략적 위치를 점하는지를 중심으로 현상을 분석하고자 하는 시도이다. ‘2019 트랜스젠더 추모의 날 행진’의 사례를 중심으로 하위주체, 즉 서발턴의 정치적 실천에 있어 공공공간이 어떤 역할을 하는지를 살펴보고자 한다. 연구 결과, 정치적 실천의 행위자들이 서발턴 정체성의 가시화 운동을 실천하는 데 있어 공공공간은 그 자체로서 전략이 되는 동시에 다양한 행위 전략의 장으로서 서발턴 대항공간으로 기능하고 있음이 나타났다. 행위자들 또한 이러한 공공공간의 중요성을 인식하고 있으며, 운동의 방식으로서 적극적으로 선택하고, 공간을 전유함으로써 정치적 실천을 수행하고 있었다. 물리적인 공공공간은 우리 공동체가 현실 세계에서 누구를 공동체의 성원으로 받아들이는가에 관한 기준을 가장 노골적으로 노출하는 렌즈가 된다. 도시에 대한 권리, 그중에서도 공공공간에 대한 접근성은 ‘원칙적으로는’ 모두에게 허용된 권리이기 때문에 역설적으로 공동체의 배타적 성원권의 경계를 가장 극명하게 드러낸다. 따라서 인권과 공간의 교차적 연구는 현재 우리 사회 소수자 인권의 현주소를 가리키는 지침이 됨과 동시에, 공간이 표상하는 인권의 경계를 횡단하는 주체들의 효과적인 무기가 될 수 있을 것이다.

This study is an attempt to analyze the strategic position of public space in the political practices of minority parties. Inspecting public space as a strategic choice for the political practice of the subaltern counterpublics, this study examines the strategic position of the public space in the political practice of subalterns, by analyzing the case of the '2019 Transgender Remembrance Day March' in Korea. As a result of the study, the public space itself turned out to be a strategy in practicing the movement for the visualization of subaltern identity by the actors, and at the same time, functioning as a space for the subaltern to practice various politic strategies. Actors are also aware of the importance of these public spaces, and have obtained various effects by strategically choosing them as a method of movement and appropriating the space. Physical public space becomes the lens that most explicitly exposes the criteria for who the community accepts as a member of the community in the real world. Since the right to the city—particularly, access to public space—is a right granted to everyone ‘in principle’, it paradoxically reveals the boundary of the exclusive right to the membership of the community most clearly. Therefore, the intersectional study of human rights and space will be a guideline pointing to the current state of minority human rights in our society, and at the same time, it will be an effective method for subjects crossing the boundaries of human rights represented by space.
