A Study on the Value of Tolerance of the UAE as National Spirit and its Contradictions: From the Creation of the State to the Abraham Accord

The United Arab Emirates(UAE) was the first country to institutionalize the value of tolerance, the founding spirit of the country, into its governmental system. The UAE has implemented tolerance policies with various purposes since the establishment of the nation state: for the unification of seven emirates and various tribes in the foundational period, for coexisting with foreign migrants from various backgrounds during the modernization period, and currently, for embracing Israel and Judaism, the ‘enemy’ state of Arab countries and Islam through Abraham Accord in 2020 to gain an advantage over competitors in the region during the Future Vision promotion period. Under the motto of tolerance, the UAE created the Ministry of Tolerance in 2016 and announced “the Year of Tolerance” in 2019. This study aims to analyze why the UAE has pursued tolerance as a national spirit, to clarify how it has evolved according to historical circumstances, and to identify the nature of this spirit. This research has divided the history of the UAE into three periods from the tolerance policy perspective to identify the characteristics and contradictions of how it developed its policy differently according to each period. Literature and field research were combined for collecting data.
