전자발찌를 착용한 성폭력범죄자의 심리치료프로그램에 관한 연구

A Study of Implementing Psychotherapy programs for Sex Offenders with Electronic Anklets

최근 성폭력범죄자가 빈번하게 발생함에 따라 성폭력범죄자에 대한 처벌도 강화되고 있으며 특히 전자발찌를 착용한 성폭력범죄자의 심리치료프로그램의 중요성이 대두되고 있다. 이에 따라 성폭력범죄자 처우를 전자발찌에 크게 의존하고 있지만 전자발찌를 통한 통제적 방법만으로는 한계가 있을 수밖에 없으며 결국 성범죄자의 재범을 억제하고 사회적응력을 높이기 위해서는 적절한 가해자 심리치료프로그램을 어떻게 개발하고 운영하느냐에 달려 있다고 볼 수 있다. 따라서 본 연구에서는 사회내 치료에서 전자발찌를 착용한 성폭력범죄자의 현황과심리적 특성을 파악하고 국내외에서는 어떠한 심리치료프로그램들이 실시되고 있는지를 살펴본 후 심리치료프로그램에 대한 발전방안을 위해 제안을 하고자 하였으며, 연구결과를 바탕으로 제안하면 다음과 같다. 첫째, 심리치료프로그램의 효과성을 위해서는 심리치표 표적(targets) 접근이 필요하다. 둘째, 심리치료프로그램의 효과성 평가를 신뢰할 수 있도록 연구방법의 엄격성과 객관성 확보를 위한 노력이 절실히 필요하다. 셋째, 전자발찌를 착용한 성폭력범죄자를 위해 경제적 지원, 사회적지지의 강화, 가족지원프로그램 강화, 심리치료프로그램의 내실화 등이 이루어져야 할 것이다. 넷째, 치료자들이 치료에서 가장 중요하게 인식하고 있는 것은 치료자의 역량, 치료자와 참여자의 관계형성, 집단구성이나그룹 내 분위기 등 전문적인 심리치료프로그램 개입과 실천이 병행되어야 할 것이다.

As the number of sex crimes is on the rise in our society, the punishment regulations on sex offenders are being intensified. In particular, nowadays people pay more attention to the importance of developing and implementing effective psychotherapy programs on sex offenders with electronic anklets. Faced with the woeful situation, our society has largely resorted to electronic anklets believing that electronic anklets will play a great role in preventing potential sex criminals from committing sexual crimes. We have noticed that there is a limit as to such measures. In a bid to curb potential sexual criminals’ desire to commit recidivism, and enhance sex offenders’ social adaptability as well, the success of these efforts is sure to depend on how to develop appropriate psychotherapy programs and how to put them into practise. In consideration of the aforementioned woeful social situations, this study aims to look into how many sex offenders exist in our society and grasp their psychological characteristics, review what types of psychotherapy programs are being implemented these days. This study has its aim to propose more effective psychotherapy programs based on what are discovered from these endeavors. The followings are suggestions that this study has come to discover. First, In order to upgrade the effectiveness of psychotherapy programs, targets access is deemed to be utmost necessary for effective psychotherapy. Second, as a way to make the effectiveness of assessment of the psychotherapy programs reliable, efforts are deemed to be absolutely necessary to secure strictness and objectivity of research method. Third, in order to maximize the effectiveness of psychotherapy programs, it is deemed necessary to actively offer financial assistance and intensified social support and intensify family support programs to the sex offenders. This means that substantiation of the afore-mentioned three programs should be put into practice thoroughly in order to gain the desired results. Fourth, psychotherapists believe what plays a key role in ensuring the effectiveness of psychotherapy for sex offenders is that psychotherapist's satisfactory capability, forming suitable relationship between psychotherapists ,their clients, what types of groups are formed, building favourable atmosphere within the group; in order to get the desired results of the programs, the intervention of psychotherapy, and put into practice the programs should be accompanied.
