김천소년교도소 교정교육의 현황과 과제

Current Situation and Problems of Correctional Education in Kimcheon- Juvenile Prison

소년교도소는 소년범죄자를 성인범죄자와 분리하여 처우하기 위하여 설치된 시설이다. 징역 또는 금고형의 선고를 받은 소년에 대하여 소년교도소에 수용함이 원칙이다. 소년교정의 실효성을 담보하기 위한 조치로써 교정처우 기법의 개발과 전문교육인력의 확충이 필요하다. 사회의 급격한 변화에 따른 범죄의 양상도 다양해지고 있으며 소년수용자들의 지능, 학력, 범죄동기도 변화하고 있다. 따라서 교정교육에 대한다양한 사회과학이 연계된 교정처우기법의 개발과 더불어 교정·교화를 위한 담당공무원들의 자질향상이 요구된다. 이와 같은 교정처우기법과 전문 인력의 확충은 직업훈련의 경우 청소년들이 선호하는 신직종에 대한 전문적인 지식과 경험을 겸비한 훈련 교사를 공무원으로 채용하는 것도 고려해 볼 수 있을 것이다. 이를 위해 지역과연계한 자원봉사자의 활용도 고려해 볼 수 있을 것이다. 소년범들의 사회적응을 용이하게 함은 지역사회의 책무이기도 하다. 실효성 있는 교정의 효과를 거두기 해서는 지역자원연계와 소년법원, 법무부, 보건복지부, 노동부, 교육과학기술부등 부처들의 상호협력 뿐 아니라 민간 인력시스템을 통한 적극적 개입이 필요하다.

The recent trend of juvenile delinquency shows that the juvenile offenders' age is lowered and the recidivism rate is higher. This is a dispute that the correction and re-socialization policy program of juvenile offenders in Korea is not effective. Society produces crime corresponding to society. Especially juvenile delinquency is more likely to be affected by socio-environmental factors than adult crime. In order to prevent juvenile delinquency, social efforts and systematic policies are essential. In particular, the process of identifying juvenile delinquency and the characteristics of juvenile delinquency should be given priority. Since juvenile delinquency is transferred to adult juvenile delinquency, many juvenile delinquents are transferred to adult juvenile delinquency. Furthermore, since criminal boys are in the stage of immature personality formation, a more effective re-socialization policy is essential. Therefore, it is necessary to establish an effective crime prevention policy by diagnosing the root cause of crime.
