보호대상자 취업지원 활성화 방안 연구 -보호대상자와 고용업체의 욕구조사를 중심으로-

A Study in the Activation Plan of Employment Support for ex-prisoners: Focused on the Needs of ex-prisoners and Employers

2017년 국내 범죄 총 발생 건수 1,685,461명중 전과가 있는 사람은 787,453명으로 약 46.7%에 달하고 있다. 한국법무보호복지공단은 취업지원사업을 통해 보호대상자들의 재범방지 및 지역사회 재진입을 돕고 있지만 고용업체와 보호대상자들의미스매칭에 대한 현장의 목소리가 커지고 있는 실정이다. 본 연구자는 따라서 한국법무보호복지공단 고용협력기업 고용주와 보호대상자들의 취업관련 인식과 욕구의차이를 조사하고 이를 바탕으로 정책적 제언을 하고자 한다. 공단의 5개 지부, 1개 지소에서 구직활동 중인 보호대상자 100명과 공단 업무협력 체결 고용주 49명에게 설문조사를 실시하였고 SPSS Statistics 21을 활용해 자료를 분석했다. 연구결과 고용업체 측에서는 보호대상자가 근속을 유지하지 못하고, 사업장에서 갈등을 빚는 등 근무 할 준비가 되지 않는 점을 지적했고 보호대상자 측에서는 본인이 기대했던 임금, 근무환경, 사업주와의 관계 등이 충족되지 않으면서근속에 어려움을 겪고 있는 것을 확인할 수 있다. 한국법무보호복지공단은 양 집단의 욕구를 모두 만족시키면서 궁극적으로 보호대상자 취업지원 전문기관으로서의 위상을 높여가야 하기 때문에 최근까지의 개시인원, 성과중심의 정책을 재검토하고 실질적인 취업과 취업유지를 가능케 하는 질적성장을 검토해야하는 중요한 시기에 놓여있다.

Out of 1,685,461 people who had criminal records in Korea in 2017, or 46.7 percent of the total number of ex-convict in Korea was 787,453. The Korea Rehabilitation Agency is helping the ex-convict prevent re-criminals and re-enter the community through the job support program, but there are growing voices in the field regarding the mis-matching of employers and employees. Therefore, Our research team will investigate the difference between employers of employment cooperation companies and their clients in the Korea Rehabilitation Agency, and make policy suggestions based on the differences in employment-related perceptions and desires. A survey was conducted on 100 clients and 49 employers of the agency's business cooperation, and analyzed the data using SPSS Statistics 21. The research indicates that most of the employers point out the employee is not ready to work due to lack of ability and conflicts in the workplace, and the employee insist that the employee is having difficulties in working conditions due to his or her expected wage, work environment, and relationship with the employer. Since Korea Rehabilitation Agency should eventually raise its status as a professional organization specializing in job support ex-convict while satisfying the needs of both groups, it is at an important time that it should review its performance-oriented culture and examine qualitative growth that will enable practical employment and job retention.
