마약류사범 출소자를 위한 복지 대책

Welfare Measure for the Drug EX-offenders

2019년 초반에 드러난 강남의 버닝썬 클럽, 아레나 클럽 사건 등은 한국사회가마약에 지극히 취약한 사회가 되었다는 것을 나타낸 것이라 할 수 있다. 그런데 마약류에 의한 일탈행위는 가정폭력, 성폭력 등 또 다른 범죄에 연루될 가능성이 매우높다. 가족 구성원 중에 마약류 중독자가 발생하게 되면 이로 인해 고통 받는 암수가족은 우리나라 전체 인구의 약 10%로 추정된다고 보고 있다. 역대 우리나라 정부는 마약류사범을 검거하는데 주력했을 뿐 체계적이고 지속적인 치료, 재중독 방지를위한 뚜렷한 조치를 취하지 못하였다. 이러한 가운데 필로폰 등의 마약류 중독자가확산되기에 이르렀다. 더욱이 마약을 공급받지 못할 경우 우울증, 조현증, 초조감, 불안, 정신적 공황, 두통 등의 감정 부 조절 등의 증상을 동반하게 된다. 이러한 요인으로 마약류사범은 재발과 재범 가능성이 높다. 마약류 사범에 관한 더욱 중요한 문제는 마약류사범 출소자의 성공적인 사회복귀를 위한 사회 내 처우가 그다지 효과적이지 못하다는 것이다. 마약 중독자 문제는 개인뿐만 아니라 국가의 막대한 부담이 되는 심각한 사회문제이다. 이러한 문제를해결하기 위해서라도 이들에게 치료와 병행할 수 있는 고도의 사회복귀 재활 프로그램의 개발이 절실하다고 할 수 있다. 마약류중독은 개인의 복지와 사회적 기준을 위협하는 문제이다. 따라서 본고에서는 출소한 마약류사범의 약물 사용 재발 방지와사회복귀를 위한 보호 복지적 대책을 논의하고자 하였다.

Incidents at Burning Sun Club and Arena Club in Gangnam occurred in early 2019 show that Korean society has become extremely vulnerable to dugs. However, drug deviances occurred by drugs are highly likely to be involved in other crimes like family and sexual violence. If there is a drug addict in the family, family members who are suffering from the addiction are estimated to be approximately 10% total population in Korea. Korean government has been focusing only on arresting drug offenders but failed to execute clear measures including systematic and continuous treatment and prevention of re󰡈addiction. This led to the spread of drug addicts such as methamphetamine. In addition, if the drug is not supplied, emotional maladjustment symptoms may be accompanied such as depression, schizophrenia, nervousness, anxiety, mental panic and headache. For these reasons, drug offenders are highly vulnerable to repeated occurrence and crimes. A more important problem with drug offenders is that the treatments in the society are not very effective for released narcotics prisoner’ successful return to the society. The problem of drug addicts is a serious social problem that gives enormous burden to the entire nation as well as the individuals. In order to solve these problems, it is urgent to develop a highly social rehabilitation program that can be combined with the treatments. Narcotic addiction is a threat to individual’ well-being and social norms. Therefore, this paper is conducted to discuss the protection welfare measure to prevent repeated dug use of the drug offenders and their successful return to the society.
