국내외 출소자 가족지원 정책연구

부모 중 일방이 교도소에 들어가게 된다면 가정은 중대한 해체 등 위기에 직면하게 될 것이고 만약에 가정이 해체된 경우라면 출소 후 재범확률은 높아지게 되므로본 논문은 출소 후 가정을 복원하는 것 보다는 출소 전에 가정을 유지하기 위한 차원에서 국내외의 가족지원 정책 등을 고찰하여 시사점을 찾고자 한다. 국외 출소자가족지원에 관해서, 영국의 경우 내무부의 부모와 자녀간의 관계성 증진기술 프로그램, 수용자 가족지원 민간단체인 팝스의 기부 및 고용지원 프로그램, 가족동반 교육프로그램, 민간단체 바르나르도의 상담서비스 제공 Parenting Matters, Empowering Children of Offenders Project(수용자 자녀회복 프로젝트), 아버지교육 프로그램, 수용자 자녀에게 SDB(storybook Dads or Mums)를 보내 주는 프로그램, BACO（Bucks Association for the Care of Offenders)의 재범방지를 위한 취업자금 생활자금 등 재정지원, MATTA의 성 문제 등 전문상담 지원，여성수용자와 자녀에 대한 상담지원　Parenting Matters 프로그램 등을, 미국의 경우에는 여성수용자 및 출소자 등에 대한 상담 및 접촉지원, 임시거주지 지원 프로그램을 뉴욕주가 많이 했으며, 수용자 가족을 대상으로 하는 프로그램에는 애틀란타 교도소의교육프로그램, 뉴욕교도소의 가족 접촉지원, 워싱턴 가족협의회의 지원, 뉴욕교도소의 부모교육프로그램, 위스콘신 종교단체 교육프로그램, 보건성 연구프로그램, 코네티컷 주의 부모체포 후 자녀보호 프로그램, 연방교정국의 수용자 자녀(Children of Incarcerated Parents Course : Bureau launches new course on BOP-Learn for all staff) 프로그램 등을, 독일의 경우에는 생계곤란 자에 대한 주거지원비, 실업급여, 자녀양육비, 사회부조금 지원 등을 고찰하였다. 그리고 국내 출소자가족지원에 관해 한국법무보호복지공단 정책을 중심으로 고찰한바, 우리나라는 선진국에 비해서 민간사회단체 등의 역할이나 민관학이 같이 협력하는 시스템이 많이 부족하다는 생각이다.

As for the support of families who are released from prison, the British Ministry of the Interior's technology program to enhance the relationship between parents and children, the Pops' program to support families of inmates, family education programs, counseling services to Barnardo, the Parenting Matters, Empowering Children of Offenders Project, father education program, and children's SDBodory (SSupport for professional counseling, counseling support for women and their children, counseling and contact support for female inmates and inmates in the U.S., and support programs for temporary residents in New York State for programs for families of inmates, support for families in Atlanta, support for families in New York, support for families in New York, support for parents' education programs in the New York Prison, and study institutions for children's healthThe 'Se on BOP-Learn for All Staff' program was considered, and in Germany, housing support costs for the needy, unemployment benefits, child care costs, and social assistance assistance. Moreover, considering the policy of the Korea Legal Aid and Welfare Corporation on the support of the families of those who are released from prison in Korea, it is thought that the role of private social organizations and the public-private studies in Korea is not enough compared to advanced countries.
