국내외 미세먼지 정책 동향 분석 및 시사점 고찰

Fine dust policy trends and implications

대기오염 심화에 따른 미세먼지 확산 문제가 핵심적 환경문제로 대두된 가운데, 정부는 최근 이와 연계된 다양한 대기오염 저감 정책을 발표해 오고 있다. 본 연구는 최근 정부가 발표한 다양한 미세먼지 대응 관련 정책과 해외 정부의정책 대응 사례를 고찰하고 이를 바탕으로 강원도 강릉 지역의 미세먼지 대응현황 및 사회경제적 측면에서의 효과적대응방안에 대해 논의하고자 한다. 미세먼지는 강원 영동지역의 청정환경 이미지 제고에 매우 유효한 이슈이며, 특히강릉지역의 경우 미세먼지와 관련한 지역 브랜드 발굴및 지역관광산업과 연계시키기 위해 산학연 협력을 통한다양한 지역성장 프로젝트 수립ㆍ실천이 필요하다. 이는 지역업체들의 성장동력 향상에 기여하고 향후 공유 또는 나눔 등 다양한 사회적 이슈와 접목하여 영동지역의 제품 브랜드 제고에 큰 도움이 될 것으로 기대된다. 본 연구는 국내외의 최근 미세먼지 관련 정책 동향을 이해하고지방정부 차원의 시범적 대응 및 관광 등의 활성화와 연계한 대응방안을 모색하는데 도움이 될 것으로 기대된다.

Under the serious circumstance of fine dust spread caused by air pollution, South Korean government prepares a variety of policies regarding air pollution reduction. This study examines the recent air pollution reduction policies particularly related to PM10 in national and international levels, and discusses how Gangneung City is responding to air pollution problems. Fine dust is an important issue for Gangneung City to enhance clean image of the city, and it is necessary to establish brand images and to connect with local tourism industry through collaboration with the key stakeholders. This is also helpful for boosting the local tourism and industry. We expect that the study will be helpful for understanding how a local government makes efforts to reduce air pollution in collaboration with a local college and to relate the issues to local tourism promotion.
