경관계획시 생태적 원칙의 적용에 대한 비판적 검토 ╶ 맥하그와 포먼의 접근방법을 중심으로╶

A Critical Review of Application of Ecological Principles in Landscape Planning ╶ Focusing on the Approaches by McHarg and Forman╶

환경계획에서 경관의 자연적 측면에 대한 이론과 방법론에 대한 연구는 상당히 많이 이루어졌으나 경관과 사회문화적인 지식의 결합은 상대적으로 매우 부족했으며 이에 대한 중요성도 더욱 커지고 있다. 본 연구는 경관 및지역적 스케일에서 생태적 원칙의 기반이 될 수 있는“일차적 원칙들(first principles)을 바탕으로 Forman과 경관생태학 분야에서 제시된 생태학적 원칙들을 검토하여 환경보전과 계획에 적용 가능한 총 4개의 중요한 원칙들을도출하였다. 주요 생태학적 원칙들은 patch-corridor-matrix, hierarchical structure system, environmental fitness, ecotones 로 이들에 대한 이론적인 근거와 생태학적 특징들을 분석하였으며 이들은 경관관리 및 도시의 토지이용계획에 효과적으로 적용 가능할 것으로 보인다. 마지막으로 본 연구는환경계획 분야에서 이들 생태학적 원칙의 적용을 주도했던McHarg와 Forman의 두가지 접근방식을 비판적으로 비교분석함으로써 생태학적 원칙의 적용에 있어 어떠한 장점과 한계를 드러내는지, 그리고 향후 개선해야 할 문제들은 무엇인지 제시하고자 한다.

Despite considerable progress in theory and method for the study of natural process of landscape, integration of the socio-cultural knowledge with natural process information has been a great challenge to environmental planning. Based on the “first principles” as a foundation for the development for ecological principles at the landscape and regional scales, we reviewed Forman’s classifications of ecological principles and other sources in landscape ecology literature to adopt four principles that are particularly useful for the management of pristine and environmentally sensitive areas. These include principles of patch-corridor-matrix, hierarchical structure system, environmental fitness, and ecotones. By exploring the characteristics based on theoretical foundations and ecological benefits of these salient principles, we would better integrate those principles into natural resource management or urban land use planning. Finally, we critically compared two approaches to environmental planning proposed by McHarg and Forman to understand how they build such a foundation using ecological principles and then apply to landscape or environmental planning.
