경찰의 재난관리 역할에 관한 연구

A Study on the Role of Police in Disaster Management

우리나라의 국가기관은 헌법 제34조에 의하여 자연재난이나 사회재난을 구분하지 않고 모든 재난으로 국민을 보호해야하는 고유의 임무를 가지고 있다. 이에 따라 경찰은 국민의 생명과 신체, 재산의 보호와 질서유지 등 치안활동을 중심으로 하였지만, 2000년대 이후 사회적 변화와 요구에 따라 재난관리를 포함 다양한 활동을 수행하고 있다. 하지만 경찰의 재난관리 활동을 수행함에 있어서 고유의 역할과 임무에 있어 현재 주어진 재난관리 업무를 수행하는데 한계가 존재한다. 사회적 재난에 해당하는 테러, 연쇄폭발사건, 대형 교통사고 등은 경찰의 임무와 활동에 관련된 재난관리 업무를 수행함에 있어서 어려움이 없지만, 자연재난 포함 각종 재난이 발생 시 경찰은 구조, 복구 등의 다양한 활동까지 요구되는 실정이다. 이에 본 연구에서는 경찰의 재난관리 활동에 대한 실태를 분석하여 경찰의 재난관리 업무영역 상 문제점을 파악하고 효율적인 재난관리를 위한 역할을 제시하였다. 첫째로, 경찰 본연의 역할과 임무를 고려하여 재난관리의 일원화를 제시하였다. 둘째, 재난관리의 역할에 있어서 예방에 집중할 수 있도록 법령의 개정과 예방활동의 강화를 제시하였다. 셋째, 현장에서 예방활동과 대응활동의 효율화를 위한 조직개편안을 제시하였다.

According to Article 34 of the Constitution, Korean state agencies have the responsibility and duty to protect the people from all disasters and crises regardless of whether they are natural or social disasters. Previously, the police centered on public security activities such as protecting people's lives, bodies, and property, and maintaining order. In line with social changes since the 2000s, various activities including disaster management have been carried out. However, there are difficulties in performing the currently given disaster management tasks in the unique role and mission of the police in performing disaster management activities. Terrorism, serial explosions, large-scale traffic accidents, etc., which fall under social disasters, do not have any difficulties in carrying out disaster management tasks related to the duties and activities of the police. However, when various disasters, including natural disasters, occur, the police are required to perform various activities such as rescue and restoration. Therefore, this study analyzed the actual situation of the police's disaster management activities, identified problems in the field of disaster management of the police, and suggested a role for efficient disaster management. First, unification of disaster management was suggested considering the role and duties of the police. Second, in the role of disaster management, amendment of laws and strengthening of preventive activities were suggested so that the focus could be on prevention. Third, an organizational reorganization plan was presented to improve the efficiency of preventive and response activities in the field.
