A Study on the Policy for the Revitalization of Remodeling of Aged Apartment

2023년 2월 7일 정부는 주택공급 활성화 방안의 일환으로 재건축사업을 유도하기 위한 ｢노후계획도시 정비 및 지원에 관한 특별법｣을 내놨다. 이 특별법은 30만 호에 이르는 1기 신도시 노후주택을 광역단위로의 개발을 유도한다는 측면에서 일편 바람직하다는 평가도 있지만, 향후 형평성 논란과 구체적이지 못하다는 문제를 불러올 것이라는 지적이 일고 있다. 또한, 이로 인해 십수 년 동안 추진한 리모델링사업의 체계 붕괴는 물론 리모델링사업의 근간을 흔들고 있다. 정부는 특별법에서 리모델링의 경우 현행 15% 이내의 세대수 증가를 더 많이 허용한다고 밝혔지만 재건축 인센티브 및 사업성 문제로 리모델링은 국민 관심 밖의 대상이 될 것이라는 우려다. 이에 신도시 거주 주민의 주택정비 방향에 혼선을 불러왔으며, 2007년부터 추진된 2기 신도시부터는 재건축이 아닌 리모델링을 통한 주거 개선방안이 제시되어야 한다. 이에 본 연구는 현 정부의 재건축 활성화 정책이 리모델링 시장 및 산업에 어떤 영향을 미치는지에 연구하고, 그 개선방안을 도출하여 정부의 리모델링 정책과제를 제시하고자 한다.

On February 7, 2023, the government issued a “Special Act on the Maintenance and Support of Old Planning Cities” to induce reconstruction projects as part of measures to revitalize housing supply. Some say that the special law is desirable in that it induces the development of 300,000 old houses in the first new city on a metropolitan basis, but critics point out that it will cause controversy over equity and problems that are not specific in the future. In addition, this has shaken the foundation of the remodeling project as well as the system collapse of the remodeling project that has been promoted for decades. The government said in a special law that remodeling allows more households to increase within the current 15 percent, but concerns are rising that remodeling will be out of public interest due to reconstruction incentives and business feasibility issues. As a result, it has caused confusion in the direction of housing maintenance for residents of the new city, and from the second new city, which has been promoted since 2007, measures to improve housing through remodeling, not reconstruction, should be proposed. Therefore, this study aims to study how the current government’s reconstruction revitalization policy affects the remodeling market and industry, derive improvement measures, and present the government's remodeling policy tasks.
