노인장기요양보험 제도 내 복지기술 활용에 관한 질적 연구

A Qualitative Study on the Utilization of Welfare Technology in the Long Term Care Insurance

노인장기요양보험 제도 내에서 복지기술에 대한 논의는 폭넓게 이루어지지 못하고, 복지용구 제공 차원에서 논의되는 경향이 있었다. 본 연구는 이러한 문제의식으로부터 노인장기요양보험 제도내 복지기술 활용에 대한 관계자들의 인식을 포괄적으로 파악하고자 하였다. 이를 위해서 노인요양시설 시설장, 종사자, 국민건강보험공단 직원, 학계 전문가로 구성된 4개 그룹 18명을 대상으로 초점면접조사(FGI)를 실시하였다. FGI 분석결과, 첫째, 복지기술 활용의 문제점으로 낮은 단계의 기술활용수준에 따른 한계, 요양보호사의 활용능력 부족, 정보 및 교육 제한, 효과성 측정 및 검증 부재가도출되었다. 둘째, 복지기술의 활용 가능성에 대하여, 수급자 노인과 가족 측면에서는 노인들의 삶의질 제고, 편리성과 신뢰성 증대, 수급자의 대상화, 기관과 종사자 측면에서는 효율성 향상, 관리책임의 문제, 인력감축과 감시 도구, 건강보험공단 측면에서는 표준화된 복지기술 구현, 기술 이용의 양극화 등이 제시되었다. 연구결과를 토대로 노인장기요양보험 제도 내 복지기술 발전을 위한 정책과제를 제안하였다.

This study aims to comprehensively grasp the perceptions of people involved in the use of welfare technology in long-term care insurance for the elderly. For this purpose, a focus interview (FGI) was conducted with 18 people from 4 groups consisting of facility managers and workers at the long-term care facility, National Health Insurance Service employees, and academic experts. The FGI analysis results were as follows. First, as problems in the use of welfare technology, limitations in the level of technology, lack of care workers' ability to use, Restrictions of in information and education, and Absence of effectiveness measurement and verification were identified. Second, regarding the possibility of utilizing welfare technology, from the perspective of the elderly and their families, improvement of the quality of life of the elderly, increase of convenience and reliability, objectification beneficiaries were derived. In terms of institutions and workers, efficiency improvement, management responsibility issues, downsizing and monitoring tools were presented. From the perspective of National Health Insurance Service, the implementation of standardized welfare technology and the polarization of technology use were suggested. Based on the research results, policy tasks for the development of welfare technology within the long-term care insurance were proposed.
