디지털 트윈국토 표준 기반의 3차원 국토공간정보 구축 작업규정 개정방안

Revision of the 3D Land Geospatial Information Work Regulation based on the Standards of the National Digital Twin

이 연구는 디지털 트윈국토 표준을 기반으로 3차원 국토공간정보 구축 작업규정을 개정하기 위한 정책 방안을 제시하는 데 목적이 있다. 이를 위해 국내외 주요 현황을 분석하고 3차원 국토공간정보구축 작업규정의 문제점과 제도 개선을 위한 시사점을 파악하여, 작업규정 개정방안을 제시하였다. 이 연구에서 제시한 개정방안은 크게 두 가지로 구분할 수 있다. 첫째는 기존의 작업규정과 디지털 트윈국토 표준을 연계하여 제품 생산 단계부터 배포까지의 전 과정에 대한 기준을 정의한 3차원 국토공간정보 제품 규격 개발이며, 둘째는 3차원 국토공간정보 모델링 가이드 구축이다. 이 연구에서 도출된 개정방안은 디지털 트윈국토 표준과 3차원 국토공간정보 작업규정의 활용성을 높이고, 작업규정에 따라 데이터를 제작하면 자연스럽게 표준을 준수할 수 있는 체계를 마련하는데 기여할 수 있을 것으로 판단된다.

The purpose of this study is to suggest policy plans for revising the 3D Land Geospatial Information Work Regulation based on the standards of the National Digital Twin(NDT). We reviewed global and domestic status related with the work regulation, and deduced the main implications needed to revise it. In the study, the revision policies of the work regulation can be divided into two types: (1) NDT Standards-Based product specification which presents the specific norms about all the processes from production to distribution of 3D land geospatial information, (2) modeling guide for 3D land geospatial information. The proposed policies of the study would be contributed to promote the availability of both 3D Land Geospatial Information Work Regulation and NDT Standards, and to lay the groundwork that one can spontaneously create the 3d geospatial data complied with the NDT Standards if following in accordance with the work regulation.
