한국의 다문화정책과 한국화교의 사회복지 실태 고찰

Since the 1980's, the main factors that are formed in a multicultural society in South Korea can be divided into two. One of them introduced in the late 1980, is migrant workers, and the other since 1990, is international marriage migrant women. But since modern society, the representative immigrants are overseas Chinese who arrived massively in Korea society. They who had settled in this land over 100 years, can be a part of key members of our society. Korea's multicultural policy is mostly for immigrants who married since the 1990's and their children, and overseas Chinese are alienated from a present multicutural policy. South Korea is their home to overseas Chinese and they are living like same way of Korean with paying taxes. But no matter how difficult life they live, they can not receive basic living pension, transportation fee for elderly people over the age of 65, and be registered as a disable person. In addition, in case of people who work with over 5 people, they should join the national pension, regardless of nationality, except the special case of law. However, a lump-sum provision applies for only to the locals, not foreigners, they are living in the discrimination of social welfare benefits. These days, we called our society as the era of multiculturalism and enforced multicultural integration policy, but the real policy which turns away overseas Chinese, social minorities, takes a stand against the pursuit of present policy. This research paper from the government policy, statistics and interviews, has examined actual condition of the overseas Chinese's social welfare. And it presents own views about need to change laws and social agreement of category about social welfare.
