Korea’ outbound tourists have annually risen and they have been continually showing an uptrend. The number of Koreans who went to China, a major Korea’s outbound market, has exhibited a huge growth. There are many problems and social issues from the aspects of tourism safety, culture, consumption, packages and cooperation to Korean’s outbound tourism in China. So the need to manage outbound tourism management and promote its sound development within the tourism policy system emerges. In this context, the purpose of this study is to clarify the actual conditions and characteristics of Korean’s outbound tourism in China and present the policy suggestions improving the outbound tourism. To accomplish the purpose of this study, literature and secondary data such as the market research results and other relevant publications of Korean’s outbound tourism were used. The results of this study, Koreans’ outbound tourism in China is more than Chinese’s inbound tourism in Korea. And those spots favored by Koreans are 7 categorized: City center, City center connection, Mt. Baekdu connection, Nature appreciation, Recreation, golf connection, and Culture. Tourism policy of Korea is focused on activation of inbound and domestic tourism such as intrabound tourism. Koreans’ outbound tourism demand is converted to domestic tourism demand can be a major outbound policy area. So suppression-oriented policy was always applied to outbound tourism. For the healthy development of tourism outbound tourism policy is approached from an aspect of demand and supply between Korea and China. Ultimately, close cooperation between bilateral governments should be continue to attract inbound tourism and to activate healthy outbound tourism in China.
