For Chinese during thousands of years, ‘Civil commotion’ is a social phenomenon ubiquitously. People are at the bottom of the society and have the most direct feelings for their society. Therefore, any changes in the state of things around them will directly influence their lives. In the late Qing Dynasty and early Republic of China, national social crisis aggravate constantly with people living in dire straits, so people are forced to pretend to be lively have to set off wave after the wave of ‘Civil commotion’ climax. The ‘Da Gong Bao’ at that time, as one of influenctial mass media, assumed the true information transfer event. For the people, who are shouting, and guiding public opinion and from the authority of government pressure on social responsibility, this paper contributed to the incident direction of 'good' in a certain extent. In addition, to explore the modern mass media reports on mass incidents as well as the construction of the concept of public opinion for the mass media, public opinion guide will have a certain significance. This paper demonstrates articles from ‘Da Gong Bao’ between 1909-1911 about ‘Civil commotion' reports as research samples, which are chosen from the perspective of 'agenda setting' to analyze the ‘Da Gong Bao’ of public opinion environment construction process. The results show that the ‘Da Gong Bao’, assuming the government supervision and the basis of liability of the information transmission by setting the news frame ‘Civil commotion' in order to impact newspaper readers, prompted the government to reform. However, due to the limitations of the times and the newspaper itself, this newspaper reported in the structure construction of 'constitutional monarchy media framework’ and social reality have certain discrepancy.
